- 1. NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330, which have a corresponding Size standard of $38.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 The F-16 Systems Programs Office, Programs Management Branch intends to award a Time and Material contract to support of the Interface Memorandum (IFM) system. The IFM will accurately track requested and released software documentation information. The contractor will be responsible for establishing an IFM number for all vendor data releases that are established between Lockheed Martin (LM) and the government program office. The IFM system is proprietary to Lockheed Martin; the Government does not possess Government Purpose nor Unlimited data license rights to the data. The NAICS Code for this effort is expected to be: 541330 This action is being conducted to identify potential sources capable of meeting the requirements for the following: a. Identify experience with LM's IFM system to support software Capability Upgrades (SCU) related requests between LM and the F-16 Program office to support various programs under contract. b. Identify how to accurately track requested and distributed master media/data. c. Explain how an IFM number will be established for all vendor master media/data releases established between Lockheed Martin and the government program office. d. Explain ability to provide protection to master media/data during the distribution process to prevent damage during the period of time the property is under the control and possession of the contractor. e. The required period of performance will be twelve (12) months after award with two contract option periods. 3. This is a request for information seeking sources capable of meeting the requirements outlined in this Sources Sought. When responding, please include: a. Company Name and CAGE code. b. Who is your point of contact (POC)? Please provide email address and phone number. c. Experiences with same or similar items, please describe. Also describe how you would address the requirements in Section 2, letters a. through e. d. Suggested NAICS Code. e. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e. 8(a), HUBZone, SDVOSB, etc.) f. Would you be a prime or subcontractor? g. What is your experience in working with the IFM system? h. Does your company have experience in providing protection to master media/data during the distribution process to prevent damage during the period of time the property is under the control and possession of the contractor? i. Is your company capable of providing engineering sustainment data requests for support of the Interface Memorandum system? 4. The Government does not intend to award a contract on the basis of these sources sought or to otherwise pay for the information solicited. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy, Statement of Objectives, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked.
