Description

Notice of Intent to Sole Source The US Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx, New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) (FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.), to UPTODATE Inc., 95 SAWYER RD STE 120, Waltham, MA 02453-3471. This action will result in a Firm-Fixed Price contract with a period of performance of twelve months, plus four option periods. This notice of intent is not a request for competitive quotations. There will be no solicitation available for competitive quotes. However, all responsible sources may submit a capability statement, which shall be considered by the agency. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Respondents should reference VA243-15-N-1450-Notice of Intent. Responses to this notice shall include company/individual name, a service capability statement, including examples of similar facilities for which services have been provided, proof of applicable OEM certifications to provide services on the equipment, DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business).Determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. If no viable responses have been received by the closing date of September 7, 2015 at 4:00 pm E.T., the Government shall negotiate solely with UPTODATE, Inc. The point of contact for this action is Contract Specialist, John Redmond, john.redmond2@va.gov. REQUIRED SERVICES: 1. Title of Project: Online Knowledge Based Information Clinical Resource 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The requirement is to provide a renewal subscription to online access (authenticated by IP address) to a comprehensive, integrated differential diagnosis and treatment database plus 4 option years based pricing increases experienced over the past 5 years.. The product will provide a unique point of care resource because of its scope, ease of use, and presentation of format, to assist our practitioners and clinical staff at the James J. Peters VAMC in making the best patient care decisions for our Veterans they serve. 3. Background: The James J. Peters VAMC is seeking sources that are able to supply a subscription to the Medical online database. The requirement is to provide online access to a point of care where the information is primarily narrative in format and contains extensive rationales for diagnosis and treatment decisions as well as charts, graphs and calculators. The product is able to be integrated with VisualDX which is a VA Nationally funded database where the user is redirected to relevant images directly from the requested product to the national one. OVIDMD is another resource made available to all VA libraries and this is a search engine which brings together OVID content, Medline and Medical content. As a point of care Evidence-Based product the requested contracted resource is kept current (date the content was last reviewed is stated and easily found within the subject matter being searched) and the emphasis is on internal medicine and internal medical subspecialties including Anesthesiology, Cardiovascular medicine, Drug Information, Dermatology, Sleep Medicine, Endocrinology and Diabetes, Rheumatology, Obstetrics, Gynecology and Women's Health, Infectious Diseases, Oncology, Gastroenterology and Hepatology, Hematology, Geriatrics, General Surgery, Pulmonary, Critical Care, Pediatrics, Palliative Care, Nephrology and Hypertension Psychiatry and Hospital Medicine. The resource should be one that provides ease of use and familiarity for our Mt. Sinai residents, medical students and affiliated Mt. Sinai staff. This product will be used onsite in the clinical and/or library setting to solve clinical problems and provide the best care to our veterans. The product offers patient education material in different levels to meet the varying information needs of the patients. "The Basics" format consists of one to three pages articles written in "plain language". Then there is "Beyond the Basics" which consists of five to ten pages and is more detailed then "The Basics". In addition the Patient information site complies with the HONCODE standard for trustworthy health information. 4. Performance Period: Oct. 1, 2015 - Sept. 30, 2016 - Annual subscription 5. Type of Contract: Firm-Fixed-Price for upcoming renewal year; along with pricing being written into contract for four option years. 6. Changes to Statement of Work: Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a COR folder along with all other required documents. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. 7. Government Responsibilities: The government agrees to pay a fair market price and that agreed to on the price quote from the vendor. 8. Contracting personnel security requirements: Other than the need for IP addresses, the contractor shall not have access to the Department of Veterans Affairs' computer systems nor have any need for accessing it. 9.Billing/Invoicing: Contractor invoice to be rec'd upon receipt of product shall contain specific information such as performance period, PO number and remit address or designation.
