- LOWBOY TRAILER PURCHASE FOR BLM VERNAL FIELD OFFICE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-83. Solicitation number L15PS01120 is issued as a request for quotation (RFQ). Firm fixed-price offers are requested under this RFQ. Offerors are required to register with www.SAM.gov to be eligible for award of a federal contract. The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capablities of CCR/FedReg, ORCA, and EPLS. There is NO fee to register for this site. Awardee will be required to invoice using the online invoice system at www.ipp.gov. Offers will be evaluated on the evaluation criteria established in section 4 of the clauses (see attached). Offers are due no later than 5:00 pm EDDT, Tuesday, Sept 8, 2015. Quotes may be submitted through www.fedconnect.net, by emailing to vmeier@blm.gov, or by faxing to 435-865-3099 (ATTN: Vicki Meier). Contact me with any questions: Vicki Meier, vmeier@blm.gov, 435-865-3051 The BLM Green River District has a need to replace a GSA leased Transport Trailer with a new Lowboy Trailer that would be part of the Working Capital Fund Fleet. The trailer shall be an Eager Beaver 50 Ton Self Lifting Detachable Lowboy with ABS Air Brake Axles, Model #50 GSL-3 (Brand name or approved equal). The trailer shall meet or exceed the standard specifications included on the attached combined synopsis/solicitation. Bidder shall provide specific model number of the unit that will be supplied, together with detailed specifications and all other information necessary to determine conformance with this specficiation. Delivery must be coordinated with Andrew Palmer, 435-790-0585, apalmer@blm.gov, at least 24 hours in advance. No delivery on weekends or federal holidays.
