Description
This Request for Information (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or a Request for Proposal (RFP). Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Based Specification. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to award a contract based on this RFI, or to otherwise pay for the information submitted in response to this RFI. This is an RFI only. Description: Product Manager (PdM) Electronic Warfare Integration (EWI) has been tasked with the development of RF Interference Mitigation (RIM) components and vehicular integration kits (RIM_KIT), specifically with the development of RIM Architectures to support Electronic Warfare and Blue Force Communications System Compatibility. Product Manager (PdM) Electronic Warfare Integration (EWI) intends to consider all types of mitigation solutions such as Discrete Band Pass and Band Reject Filters, Electronic Tunable Band Pass & Band Reject Filters and High Power (Reference Free/Reference Base) Interference Cancellers. The purpose of this RFI is to identify existing vendors and sources that have a suite of existing technology which can mitigate compatibility issues arising from collocated systems and integrate multiple technologies in a modular vehicular mount providing the appropriate interface to the host platforms existing Antennas. Having an ability to provide Control and Status Interfaces to the vehicular mount using an interface architecture such as Victory is also interest. The capabilities that the Army would like information with respect to a RIM_KIT solutions are: A) Small Size Discrete Band Reject and Band Pass Mitigators B) High Speed Broad Band Tunable Band Reject and Band Pass Mitigators a. Environmentally rugged Circuit Card Topologies using Open VPX standard C) High Power, High Dynamic Range Interference Cancellers a. Environmentally rugged Circuit Card Topologies using Open VPX standard D) Platform Vehicular Mount supporting Power, Control and Environment Environmentally sealed rugged construction utilization of Victory and Open VPX It is recommended that the responses to the RFI emphasize on technology readiness, development risks (Hardware, Firmware and Software), size, weight, power, environment and cost. The RIM_KIT solution should focus on RF compatibility for Vehicular applications where multiple RF emitters are present on a given platform, where there is a potential within the kit that multiple RIM components could be used to address the platform needs. The following Blue Force Communications waveforms and Electronic Warfare Systems are to be considered in your responses: • Electronic Warfare System - (Various Systems) • Single Channel Ground and Airborne Radio System - (SINCGARS) • Soldier Radio Waveform - (SRW) • Wideband Networking Waveform - (WNW) • Mobile Users Objective System - (MUOS) • SATCOM (Integrated Waveform)/ (Demand Assigned Multiple Access) - SATCOM IW/DAMA Responses: ALL RESPONSES MUST BE SUBMITTED IN HARD COPY FORM ONLY. EMAIL RESPONSES WILL NOT BE ACCEPTED. Responses to this RFI are subject to security clearance requirements. The contractor shall have a SECRET facility clearance with SECRET safeguarding capability. The contractor facility shall have a valid accreditation from the DoD Security Service (DSS) for the acquiring of Classified Government Furnished Information (GFI). The Contractor is authorized to receive and generate classified information and authorized the use of the Defense Technical Information Center (DTIC). Upon the contractor's request, the contractor will have access only to Secret Collateral, Controlled Unclassified/For Official Use Only (CUI/FOUO) GFI- specifically, the RIM RFI Classified Supplemental Information, Version 1.0. No other GFI or material is authorized. Vendor responses are limited to 3 to 5 written pages and should include: 1) Detailed description, block diagrams, test data, models or prototype performance on how the company's solution will be able to mitigate RF interference and provide the necessary versatility to support multiple emitters on a platform. 2) Name, telephone number, fax number, street address and e-mail address for Program, Technical and Cost points of contact information. Interested firms who believe they are capable of providing the above mentioned services and that meet the SECRET clearance requirements are invited to request the classified portion and provide the following: 1. Please provide the following Point of Contract information: - Company: - Address: - Name of Point of Contact: - Phone Number: - Email Address: 2.Would your company bid to obtain a contract for the research and development of RIM_KIT Vehicular solution? If so, please provide your development capabilities and rough order of magnitude (ROM) pricing for the classified document. 3. Would your company bid to obtain a contract for production of a RIM_KIT solution as well as the supporting RIM technology components, with the understanding that requirement for production may fluctuate up or down based on immediate need? If so, please provide your production capabilities and a rough order of magnitude (ROM) pricing for the classified document. All assumptions, including any assumed Government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. Requests for classified information shall be sent to Kent Gibson at kent.k.gibson.civ@mail.mil. Interested parties should submit: 1) the POC who will receive the classified documents 2) CAGE code and 3) classified mailing address. Requests not including these three items will be considered invalid. Due to classified mailing guidelines, interested parties must make their request no later than 1300 EDT on 24 September 2015. Requests after this date will not be honored. Parties may begin submitting questions immediately by email to Kent Gibson at kent.k.gibson.civ@mail.mil. The Government does not guarantee that questions received will be answered. Answers to questions may be distributed to all interested vendors unless the question is identified as propriety. Telephone responses will not be accepted. All white paper submissions are due at the location below no later than 1500 hrs EDT 13 October 2015. Classified and unclassified responses will only be accepted in hard copy form. Classified responses must be portion marked appropriately in accordance with the cited Security Classification Guide. Responses, whether classified or unclassified must be sent to: US Army, PM EW, ATTN: SFAE-IEW-EW Security Office, 5100 Magazine Road, Aberdeen Proving Ground, MD 21005. The inner wrapper of the classified submittal shall be addressed to: US Army, PM EW, ATTN: Alison Powell, 5100 Magazine Road, Aberdeen Proving Ground, MD 21005. All responses with classified material will be shipped by US Mail in two sealed envelopes. The envelopes must be completely sealed on all four sides. The U.S. Government is not obligated to notify respondents of the results of this survey. All proprietary and restricted information shall be clearly marked.
