Description
The US Geological Survey (USGS) is seeking the procurement of annual support for up to 100 registered Maximo users. A firm-fixed price Delivery Order to Total Resource Management, Inc. for TRM RulesManager SE ¿ for Maximo 5x & up "Enterprise" software subscription and support. Total Resource Management (TRM) RulesManager SE ¿ for Maximo 5x & up "Enterprise" software subscription and support purchased for the Office of Management Services, Facilities Management Branch. This software is used, in conjunction with Maximo, for managing facility maintenance operations at USGS owned and maintained facilities. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to the IBM Maximo Software, unless it is contacted by any who believes they have obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Amanda Brown via email at akbrown@usgs.gov no later than 2:00PM EST, Tuesday, September 8, 2015 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor ¿s unique qualifications: Maximo is the DOI standard maintenance management software solution, and has been in use at USGS for the past 12 years. RulesManager is a custom add on product to Maximo used to extend Maximo ¿s base functionality to better meet USGS/DOI business requirements. RulesManager has been used with Maximo from the beginning of the USGS deployment and the two products are very tightly integrated. RulesManager provides functionality necessary to implement the automated interface between FBMS and Maximo, develop and monitor the projects in the bureau deferred maintenance Five Year Plan, and meet other unique bureau business requirements. The functionality provided by RulesManager could not be replicated in total by another product without significant reinvestment and disruption to current system operations. The estimated cost to replace RulesManager functionality is approximately XXXX. Replacement costs are far in excess of any savings hoped to be achieved through competition of this effort. Furthermore, the USGS has recently completed a DOI-mandated upgrade of our Maximo implementation as part of a 3 year, multi-million dollar Department-wide project. As part of the project all the rules and underlying code developed using RulesManager were revalidated and revised as necessary. Once again, use of some means besides RulesManager to provide the necessary functionality, if even possible, would come at significant cost to the USGS and require the bureau to revisit all upgrade related work just completed. If this renewal is not processed USGS would not be entitled to vendor software technical support, security patches, and upgrades. If Maximo were to fail the USGS could not readily produce the Bureau Five Year Deferred Maintenance and Capital Improvement Plan or interface with FBMS in addition to other business related functionality that would be lost.
