- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT PR NMAN8800-15-01777 NOAA OMAO Fleet Management System Workforce Staffing and Scheduling The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division, intends to negotiate on a sole source basis with ImmixTechnology for Kronos Incorporated brand generally available products and services. ImmixTechnology is located at immixTechnology, Inc.8444 Westpark Drive,Suite 200, McLean, VA using the procedures in FAR Part 13, to provide Fleet Workforce staffing and scheduling software and support maintenance. The Office of Marine and Aviation Operations (OMAO) Marine Operations Division, Silver Spring, MD, has a requirement for Kronos Brand Scheduling and Staffing software, maintenance, and support. Kronos is the software used by the Department of Commerce Time and Attendance program and is has a sole source agreement with ImmixTechnology on GSA and NASA SEWP. Kronos has a COTS solution for Fleet Workforce staffing and scheduling that can be merged with a legacy system used by NOAA and the Department of Commerce. Kronos Incorporated currently maintains only one GSA Schedule Holder, ImmixTechnology, as the sole, authorized GSA Schedule Holder for all generally available Kronos Products and Services. ImmixTechnolgy is the holder of the re-sale agreement for Kronos government resale. Kronos brand software and services have the unique capability of integrating with the existing DOC system that can be merged for efficiency, security, ease of use, and cost savings. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 511210 with a business size standard of $25 Million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 2:00pm, Pacific Time, 2015. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to julia.granstrom@noaa.gov by 2:00pm, Pacific Time, 2015.
