- Answers to Questions dated 2 September 2015 Amendment PLEASE SEE AMENDMENT FA4417-15-T-0012-0001 ATTCHED TO THIS NOTICE. THIS NOTICE SERVES AS THE OFFICIAL SOLICITATION NOTICE FOR BARRIER REPAIR AND MAINTENANCE SERVICES. PLEASE SEE THE SOLICITATION PACKAGE ATTACHED. Hurlburt Field AFB, FL, intends to make a single award for BARRIER REPAIR AND MAINTENANCE SERVICES with a period of performance 30 September 2015 through 29 September 2016; with one 12 month option. Work consists of, but is not limited to; The contractor shall maintain the barrier systems in accordance with established professional standards and manufacturer's instructions. The contractor shall regularly conduct preventive maintenance inspections (PMI) and related services to sustain the barrier systems to prevent service interruptions. Corrective actions shall be performed to correct any deficiency identified on any of the barrier systems. The contractor shall prepare and maintain records of all services performed. Records shall be submitted to the Authorized Government Representative (AGR), a 1 SOCES representative, to document all completed work. Documentation must match invoice requests with regard to number and type of hours performed and parts procured and installed. Given the end user POCs for this requirement are the 1 SOSFS (Security Forces), the 1 SOSFS POCs, who shall be identified by their on-duty position, may also act as an AGR to make emergency calls for service. There are currently 15 inoperable barriers which must be repaired first, before regular maintenance can begin. There are 21 barrier systems that will require quarterly maintenance and repairs. The contractor should also expect urgent and routine calls for service. This acquisition is being offered for competition to eligible Small Business (SB) concerns. The North American Industry Classification System (NAICS) code for this project is 811219 with a size standard of $20.5M. The Contracting Officer anticipates awarding a Time and Materials type contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:(1) PRICE ans (2) TECHNICAL. The Government reserves the right to award a contract to other than the lowest proposed price. The issuance date for this solicitation is projected to be on/about 25 August 2015. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Mar 2015) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012).
