- Synopsis: The Air Force Life Cycle Management Center (AFLCMC) Special Operations Forces/Personnel Recovery (SOF/PR) Division, Robins AFB, GA is conducting a market survey to identify potential industry sources capable of providing Contract Depot Level Repair, logistics, configuration management, and program management of the L-3/Wescam Electro-Optical/Infrared (EO/IR) MX-15Di and MX-20HD turret systems. This Request for Information (RFI) is for planning purposes only; this is not a request for Quotations or Proposals. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any response preparation expenses nor does the Government intend to pay for the information submitted to this response. The interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The MX-15Di EO/IR system is currently installed on the AC-130U, the MX-20HDEO/IR system is currently installed on both the AC-130W and the AC-130J. The three Wescam turret configurations are a highly sophisticated, unique piece of electro-optical equipment designed for Intelligence Surveillance and Reconnaissance (ISR) medium to high altitude missions and target designation. L-3/Wescam, a Canadian large business and the Original Equipment Manufacturer (OEM) of the EO/IR MX-15Di and MX-20HD sensor turrets, is the current provider of maintenance/repair service; hardware and software support; configuration management; field support; engineering, and procurement. The OEM has ownership of the Technical Data Package (TDP). The Government is attempting to identify potential sources capable of meeting the following requirements in support of the fielded MX-15Di and MX-20HD systems: 1) The source will be required to provide Depot Level Repair of the MX-15Di and MX-20HD turrets, Wescam Laser Control Panel, Digital Master Control Unit (DMCU) and the Hand Controller to include all parts and labor, testing of repaired turrets to verify functional operability, and calibration and adjustments of the LRU with a 30 day Repair Turn Around Time (RTAT). 2) The source will be required to refurbish the boresight modules for all three turret variants. 3) The source will provide logistics support to include shipping/tracking of turrets from the repair site to final destination. This includes the materials to update, maintain and sustain the turret systems. 4) The source will provide configuration management for the turret systems. 5) The source will provide on-site Field Service Representative (FSR) support at Cannon AFB, NM and Hurlburt Field, FL, as required. 6) The source will provide software and hardware support of the AC-130U MX-15Di Simulator. 7) The source will provide management of identified Government Furnished Materials (GFM). Part II: Capability Survey Questions General Capability Questions: 1. Describe the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. 2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. What is your company's current maximum production capacity per month? Provide information on any facility reserves you may possess to increase production capacity in the event of an immediate need do to critical operational mission requirements. 4. Describe your access to the necessary Technical Data, to include engineering drawings and designs, to support the systems. 5. Describe any agreements you have with the OEM for the use of technical data or designation as a qualified repair source. Repair Questions: 1. Describe your capabilities and experience in modifying existing systems/equipment (hardware and software) to solve maintenance and support problems in the depot environment. 2. Describe your capabilities and experience in developing/modifying repair or maintenance procedures. 3. Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing sources problems? Include configuration management processes of software/firmware changes. 4. Describe your counterfeit prevention program processes. 5. Describe your process for maintaining inventory records and reporting on hand/in work balances and repair status to your customer. 6. Describe your access to spare or repair parts (proprietary and non-proprietary) for use in maintaining or repairing systems. Quality Assurance Program: 1. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9000, QS-9000, EIA-599, or otherwise)?
