- The 105th Airlift Wing intends to issue a sole-source procurement action with Trane U.S. Inc. for the procurement of the following item: Troubleshoot existing utility meters and install new meters where needed. This contract will cover approximately two weeks of labor for one technician for the troubleshooting portion of the contract and then will cover the replacement of up to six utility meters. The contractor will replace up to six utility meter covers, the plastic lenses protecting the dials and gauges. The contractor will ensure that the new meters as well as all existing meters communicate properly with Tracer Summit D.D.C. System. The contractor will also ensure that a printable and readable format will be the output result of the system such as the attachment. The output will also be either; exportable to excel or the output be in Excel format. Purchase and install of the following items will take place at the 105th Airlift Wing located in Newburgh NY. The authority cited is 10 U.S.C 2304(c) (1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy the Requirement. The reason for this determination is that this is a Proprietary System and the current Item possesses a unique function or capability critical in the use of the item and not available from any other sources. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to meet the requirement and objectives as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond by Tuesday, Sept 8, 2015 no later than 9:00AM EST. Responses received will be evaluated; however, a determination by the Government not to complete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
