- AS OF 9/1/15- Bid Opening Location Added- Civil Engineering- Building 2 Conference Room at Alpena CRTC, Alpena, MI ATTACHMENTS ADDED SEE ASFI LINK. ***************************************************** ----------------------- This notice serves as a solicitation. It is anticipated that the Invitation for Bid (IFB) will be issued on 07 August 2015 for downloading at the Government's website; https:\\www.fbo.gov. No paper copies will be issued. The site visit/pre-bid conference date, time and location will be identified in the solicitation. Interested Bidders are encourage to attend and shall follow conference registration and access requirements identified in the solicitation. ----------------------------------------------------------------------------------------------------------------- The USPFO for Michigan, located at Lansing, Michigan, intends to issue an Invitation For Bid (IFB) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Convert Building 303 at Alpena Combat Readiness Training Center (CRTC). This project will provide approximately a 3,000 SF building to convert to a classroom/training facility per the project plans and specifications. Civil work will be limited to regrading and seeding at the location of the removed walk-in cooler, and the addition of a stone maintenance barrier around the perimeter of the building. Building modifications: a. Removal of the walk in cooler. Demolition of existing kitchen equipment, walls, and flooring, including some concrete in the kitchen area. Demolition of the bar area, and all floor finishes. Demolition of the existing toilet fixtures, compartments, and accessories, lavatory counters, and floors in the toilets. b. This project will tear off the entire existing roofing materials and provide a new architectural shake shingle replacement. c. Interior work includes new framing and finishing for a new office space at the north end of the building, new floor and floor and wall finishes for the toilet rooms. Install new toilet fixtures, accessories, compartments, and lavatory countertops. Patch and repair existing walls and ceilings in training area and office, including new paint. New floor finishes for the training areas. In addition to a base price for the work describe above the solicitation includes Government Options for this project. 1. TRANSFORMER: New three phase transformer bank and feeder to building 2. COMMUNICATIONS: Communications work per plan E-161 *************************************************************************************************** Magnitude of the project is between $250,000 and $500,000. Construction/contract completion time is 120 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This is a total small business HUBzone set- aside. The small business size standard is $36.5 million average annual revenue for the previous three years. Bid/Payment and Performance Bonds IAW with FAR PART 28.101-2, 28.102-1 and 28.106-1 are required. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states quote mark By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project. The tentative date for the pre- proposal conference is on-or-about 14 Aug 2015 at Alpena CRTC. Interested contractors are HIGHLY encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for 09 September 2015 at 1:00 PM local Time. The bid opening date is scheduled for is scheduled for on 09 September 2015 after reciept of bids. Actual dates and times will be identified in the solicitation. Interested bidders/offerors must register with FedBizOpps before accessing the system. Registration instructions can be found on the FedBizOpps website. Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive sealed Bid and will follow FAR Part 14.4 award procedures. Award will be made on the basis of lowest bid received from a responsible bidder whose bid conforms to the solicitation which is most advantageous to the Government considering only price and price related factors. There will be a formal public bid opening.
