Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The U.S Army, Security Assistance Management Directorate is looking for prospective contractors for a 5 year HAWK and Chaparral Demilitarization (DEMIL) contract. This DEMIL procurement will include both HAWK and Chaparral weapon systems. Both UNCLASSIFIED and CLASSIFIED parts will be included. All required work will be outlined in each individual task order. Qualifications: 1. Each prospective vendor must have an effective and economical quality system in accordance with (IAW) ANSI/ISO/ASQ Q9001 or equivalent as agreed to between the contractor and U.S. Government (USG). 2. The prospective vendor shall provide information to verify the expertise to perform material disposition activities including material retrograde and demilitarization as required and funded by the Government. HAWK Missile System end items and component demilitarization procedures shall be accomplished IAW TM43-0003-10; Demilitarization Procedures for HAWK Air Defense Guided Missile System, 25 Sep 1998. The contractor will be required to submit reports documenting the above. 3. The prospective vendor shall provide information to verify the expertise to DEMIL Chaparral end items and components IAW TM 43-0003-16. Demilitarization Procedures for Chaparral Air Defense Guided Missile System, 24 Feb 1986 w/Change 3. 4. Each prospective vendor MUST have a facility with a clearance level of at least CONFIDENTIAL and a current inspection on file with DSS. Some items are CLASSIFIED or the testing procedures are CLASSIFIED. Classification will be noted on each Task Order. Security procedures will entail each contractor must adhere to the HAWK Security Classification Guide, ITAR, HSPD-12, NISPOM and DOD 5220.22-M, with Change 1 (ISL-97-1, Jul 97) and Change 2 (ISL 01L-1, Feb 01) and any other applicable changes or amendments. 5. Each prospective vendor will be required to accept a Firm-Fixed Price contract. No contract financing will be available. 6. Each prospective vendor must provide information on past experience providing the DEMIL services to any other U.S. Government entities. Such information will include contract number(s), award date(s), and points of contact with phone numbers and email addresses. General information on the prospective vendor's capabilities is welcome. However, each prospective vendor must answer questions 1-5 above. The response date for this market research is September 17, 2015.
