- PRESOLICITATION NOTICE for W912GB-15-T-0012 - Leased Vehicle Support, Israel NOTE: This notice was formerly posted under W912GB-15-R-0034 THIS IS ONLY AN INFORMATIONAL NOTICE; THIS IS NOT A REQUEST FOR PROPOSAL 1. ANTICIPATED PROJECT: The U.S. Army Corps of Engineers, Europe District has a requirement and intends to issue a Request for Proposal (RFP) W912GB-15-T-0012 to obtain Leased Vehicle Support for the US Army Corps of Engineers, Israel Area Office located in Israel. 2. DESCRIPTION OF WORK: The applicable North American Industry Classification System (NAICS) code is 532112, Passenger Car Leasing. 3. REQUIREMENT: The proposed requirement will be administered under Foreign Military Sales (FMS) and United States (U.S.) procurement laws and regulations. The contract will be awarded and paid in U.S. Dollars. This procurement will be restricted to U.S. firms only, in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, Federal Acquisition Regulation (FAR) 6.302-4 - International Agreement, and Defense FAR Supplement (DFARS) Part 225 - Foreign Acquisition. Offerors participating in the anticipated solicitation must be U.S. firms. 4. PLACE OF PERFORMANCE: The geographical areas to be served by this contract will be in Israel. Destination / Ship to Address/ Place of Performance: U.S. Army Corps of Engineers, Europe District Israel Area Office Maskit St. 22 Herzliya, Israel 5. DESCRIPTION: USACE Europe District intends to issue a Request for Proposal (RFP) W912GB-15-T-0012 for a Firm Fixed Price (FFP) contract to support the US Army Corps of Engineers, Israel Area Office located in Israel. This intended procurement will result in a single contract award. Awarded contract will consist of one (1) year base period and three (3) years option period. 6. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about the middle of September 2015. The Government intends to have proposals due in October 2015 and award the contracts in the first quarter of US Fiscal Year 2016 (October 2015 - December 2015). Actual dates and times will be identified in the solicitation. 7. SOLICITATION WEBSITES: All prospective vendors must be registered in Federal Business Opportunities Website (FedBizOpps) https://www.fbo.gov before they will be allowed to download solicitation information. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. It is therefore the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this notice and future solicitations or amendments. 8. SPECIAL REGISTRATION REQUIREMENT: Contractors must be actively registered in the System for Award Management (SAM) at https://sam.gov/portal/SAM/ prior to any contract award. The System for Award Management (SAM) is a Federal Government owned and operated FREE WEB SITE that consolidates the capabilities in CCR, ORCA, and EPLS. All vendors must verify their information through this web site. 9. ADDITIONAL INFORMATION: This announcement serves ONLY as an advance notice for the upcoming requirement. This is not a request for quotations (RFQ) nor is it the official solicitation. Responses to this pre-solicitation are not required. The Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. Additional details will be stated in the solicitation when it is posted.
