- The Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Northeast Fisheries Science Center, (NEFSC) intends to issue a Request for Quotations (RFQ) for a firm, fixed price purchase order to provide Meteorological Sensor Packages to be used on Fishing vessels. The meteorological packages shall include wind, air temperature, and barometric pressure and will be installed on fishing vessels in 2016 as a demonstration project. The telemetry back to land of the near-hourly data can be done by various means or through the system already in place depending on the cost. The meteorological package to be provided by the contractor must be able to transmit data via an existing Government system already in place called GLOBALSTAR. This system uses an AssetPack2S transmitter which relays data from an on-board computer for 15 cents per packet of the 4 variables along with time and location. Additionally, the project requires the contractor to provide the installation, testing, demonstration and troubleshooting of one Meteorological package on a minimum of one (1) fishing vessel that is located in a Southern New England port and within a single day trip from Falmouth, MA. The RFQ will be issued on or about September 1, 2015, in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via the Federal Business Opportunities (FedBizOpps) website http://www.fedbizopps.gov. The RFQ number will be EE-133F-15-RQ-0xxx ; hard copies of the RFQ will not be issued. It is incumbent upon the contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. The anticipated award date will be on or about September 14, 2015. The proposed award is 100% set aside for small business concerns. This acquisition will be awarded as a firm -fixed price order under simplified acquisition procedures. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM) www.Sam.gov. The North American Industry Classification System (NAICS) code for the acquisition is 334519, Other Measuring and Controlling Device Manufacturing. The small business size standard is 500 employees.
