- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for services to provide Fast Response Cutter (FRC) Hull Structure Monitoring System (HMS)to Light Structures AS, Frystikkbakken 7, 0667 Oslo, Norway. Light Strucutres AS has been identified as the only source that can satisfy the agency's needs due to the proprietary fiber optic sensors and related data processing hardware and software for the data acquisition and analysis within the required time. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated NAICS code is 541330 and the small business size standard is $15 Million. The small Business Compteitiveness Demonstration Program is not applicable. Requirement is as follows: Objectives: To test instrumentation support for the USCG FRC HSM to test and monitor fatigue budget for fleet maintenance and operational decisions by SFLC ESD and the Patrol Boat Product Line (PBPL). Scope: 1 Task 1 - The USCG requires technical support to instrument five 154 WPCs. This instrumentation system shall include assembly and installation of the 154 HSM developed by Light Structures AS for the 154 WPC class. The sensor at Frame 17 shall be installed on the chine flat at that frame. Each of the five (5) total instrumentation ship sets shall include: Three (30 Fiber optic strain sensor SS1T Two (2) Fiber optic strain sensor SS3T One (1) FBG Analyzer7signal receiver One (1) Hull Info software (onboard analysis, Linux) One (1) System testing and documentation One (1) Hull Info PC C01 One (1) Net filter 925 925 One (1) Installation equipment kit including consumables, cabinet fiber termination shelf and junction boxes - Fiber optic cable Optral G4 2,50 375 - Fiber optic cable Draka UCFIBRE G24 6,00 60 - 1 UPS backup (1U) The instrumentation shall be installed in accordance with Light Structures Report "Detailed Design for FRC Hull Structure Monitoring System" and include as built drawings of the installation. The installations shall include the Local Area Network (LAN) connection with support plan as described in Light Structures "LS13012_140015_Maintenance Plan". Installation shall be in either Miami, FL or Key West FL depending on the location of the Cutters. For planning purposes, three (3) Cutters will be located in Miami FL and two in Key West FL. The systems shall be installed in concurrent or consecutive installations depending on the availability of the Cutters. Two (2) separate installation periods shall be planned for as part of this effort. 3.2 Task 2 - The contractor shall provide, ship to destination and install up to ten (10) additional HSM production systems as described in Task 1 as individually priced options. Delivery and instillations shall be in Key West FL. Travel for the individual installation options shall be included in the cost of the installations. 3.3 Task 3 - The contractor shall remove the pilothouse display and related cabling on FRC Hulls 1102 and 1106. The display opening shall be covered with a black anodized aluminum plate bolded to cover the opening. Travel shall be planned within the scheduling for the installations of either Task 1 or 2. Period of Performance: 29 September 2015 to 28 September 2016, with two (2) one (1) year option periods. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 52.222-50, Combating Trafficking in Persons. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
