- Description
- EPP with Determination and Finding for Contract Awarded or Modified in support of Activities and Programs related to the Prevention, Care, and Treatment of HIV/AIDS. This is a request to approve a modification of Contract No. AID-617-C-13-00005 with Cardno Emerging Markets USA Ltd. The five year $23,547,314 contract has a current period of performance of 6/12/2013 - 6/11/2018: The modification to the USAID Uganda Private Health Support (PHS) contract will allow for a fourteen month, $3,800,000 (August 1, 2015 - September 30, 2016) continuation of necessary HIV/AIDS prevention, care, and treatment and support services formerly delivered through the Inter-Religious Council of Uganda (IRCU). Following the closure of the IRCU Cooperative Agreement, these activities were placed under the PHS mechanism approved under a one-year transitional arrangement (August 1, 2014 -July 31, 2015) to allow time for design and procurement of a new mechanism that would support these services on a substantive basis. Due to on-going strategic realignment of the PEPFAR program, design and procurement of the new mechanism has not materialized. The extension of this program component under PHS is required to sustain the on-going HIV/AIDS prevention, care and treatment services as the Mission reconsiders its overall support to the private-not for profit (PNFP) sector under the reformed PEPFAR configuration. As documented herein, this action is authorized under the USAID Action Memorandum for Expedited Acquisition and Assistance Procedures for USAID's Activities and Programs related to the Prevention, Care and Treatment of HIV/AIDS. The Determination and Findings statutory authority is based on AIDAR 706.302-70 (b)(3) (ii).
