Request for Information (RFI): SOL-486-15-000029_USAID Sustainable Mekong Energy Initiative (SMEI) Request for Information (RFI) USAID Sustainable Mekong Energy Initiative (SMEI) Reference Number: SOL-486-15-000029 Release Date: September 4, 2015 Response Due Date: September 16, 2015, 9.00 AM (Bangkok Time) The United States Agency for International Development's Regional Development Mission for Asia (USAID/RDMA) is in the process of designing a new stand-alone activity to support Lower Mekong countries and others in Asia to direct current and future investment in power development toward environmentally-friendly renewable energy and energy efficiency, leading to significantly reduced or avoided greenhouse gas emissions (measured in metric tons of carbon dioxide equivalent) and increased investment in clean energy (measured in $US public and private investment in clean energy). USAID/RDMA is posting this Request for Information (RFI), firstly to provide public information to any parties interested in USAID's support for clean energy development in Asia, and secondly, to gather comments on the scope and realism of the attached Statement of Work (SOW) and supporting documents. The information contained within this RFI may change significantly during the Mission's design processes, consultations and final approval processes. In addition, any information collected through this RFI may or may not be used to help guide thinking on the final design of the Activity. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposals, a Request for Quotations, an Invitation for Bids, a Solicitation, or an indication that RDMA will contract for the items contained in this RFI. This RFI is an attempt to reach out in an effort to determine industry capabilities and interest, and it will be treated as information only. In accordance with FAR 15.201(e), responses to this RFI will not be considered as offers and therefore cannot be accepted by the U.S. Government to form a binding contract. Responses to this RFI are strictly voluntary and USAID will not pay respondents for information provided in response to this RFI. USAID will not respond individually to any submission of comments. However, USAID will acknowledge receipt of responses received as a result of this RFI. If a solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. Instruction for Submitting Responses/Comments Responses (comments, suggestions, and/or enhancements to the attached draft Statement of Work) to this RFI are due on September 16, 2015, 9.00 AM (Bangkok Time). Respondents may also include self/organization information, including past experience working in the subject area, experience working with other stakeholders (such as implementing partners on the ground or host country government officials), or capacity information.
