- Bids are being solicited under solicitation number 10745917RFQ. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. This requirement is a [ Small Business ] set-aside and only qualified sellers may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-09-21 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Special Shipping Instructions. The National Guard - Georgia requires the following items, Brand Name or Equal, to the following: LI 001: Furniture and other items. Refer to 'Specifications' Spreadsheet for details. Submit the spreadsheet as part of your bid. When filling out the spreadsheet, only fill out the fields in YELLOW. Vendors are to submit the TOTAL dollar amount of ALL items listed on spreadsheet for Item No. 001. View the PDF attachments provided to view additional item details. Vendor shall match the warranty terms listed for each item (if applicable)., 1, LOT; LI 002: Delivery, assembly and debris removal. Delivery will be to the MATES Facility on Fort Stewart, GA. The MATES Facility consists of three (3) buildings located at Troupe Ave, Fort Stewart, GA, 31314. Delivery includes bringing all items inside an open area within each building and assembling as needed. A delivery vehicle (18 Wheeler) will be able to park on the main roads in order to gain access to the buildings. All buildings are single level and ground level. There are no stairs. Each building has open bays for access. Vendor must be able to provide their own forklift (if necessary)., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Georgia intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Georgia is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. If the seller has shipping as free on board (FOB) destination CONUS (Continental U.S.) in their GSA contract, which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination, then the line item for delivery shall only include assembly (if required) at the destination. -- If the seller has FOB Origin in their GSA contract, then the line item for delivery must include delivery as well as assembly (if required). The buyer will assume no risk of damage during delivery. Award will be made based on lowest price technically acceptable. A site visit will be conducted on Tuesday, September 15th at 10:00 am EST. The site visit will be held at the MATES Facility, Bldg 10512, Troupe Ave, Fort Stewart, GA 31314. Interested Contractors are highly encouraged to attend the site visit. (1) Due to security conditions, all offerors must register to attend this site visit. Email the following information for all attendees to CW2 Roger Holder and CPT Michelle Meadors: roger.d.holder2.mil@mail.mil and michelle.e.meadors.mil@mail.mil. A) Vendor Name and Telephone Number, B) Visitor?s Name and Social Security No., C) Driver?s License, and D) Citizenship. (2) This information must be provided in advance, not later than two (2) business days prior to the site visit, in order to ensure access to the military base and MATES facility. Even if you have access to the base, you must register. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government?s denial of your access to the site visit. This information will be provided to the Base Security Forces who will authorize your entrance to the site. (3) Visitors may be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Driver?s License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such. (4) Information provided at this site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. (5) A record of the site visit shall be made and furnished to all prospective offerors via posting to http://www.fbo.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.
