- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is F15PS01214 and is issued as an Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83. The associated North American Industrial Classification System (NAICS) code for this procurement is 335911 with a small business size standard of 500 employees. This requirement is a 100% Small Business set-aside and only qualified offerors may submit bids. Quotes or questions shall be submitted to randall_miller@fws.gov and shall include the solicitation number F15PS01214 in the subject line. This solicitation closes 1600 Alaska daylight time 9/11/2015 All Bids must be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications. New equipment ONLY, NO grey market or refurbished products. Performance/delivery dates are estimated, actual delivery dates will be determined at award. USFWS Alaska has a requirement for 140ea 12v, Absorbed Glass Mat (AGM) Photovoltaic Batteries crated and delivered to two locations in Alaska. And return shipping and certified disposal of 140 used batteries Battery Specifications GNB Sunlyte 12-5000X or equivalent -Must be specifically designed to operate in a photovoltaic system and capable of handling the low current and low voltage charge produced from solar panels. -Dimensions must be 12.07"L X 6.87"W X 8.69"H to fit in specialized transport cases -Terminals must be top mounted utilizing 8mm screw posts -integrated or removable carrying handle for transportation -12V nominal with 100AH @ 100 hour rate -deep cycle capable -sealed, spill and leak proof. -Must be capable of horizontal or vertical operation -Must have a low self-discharge rate of less than 1% a week -Battery must be freeze tolerant -Battery must have a minimized need for equalization Crating Specifications -Must be capable of securing 10 batteries with a form factor of 12.07"L X 6.87"W X 8.69"H. Internal packaging will stabilize batteries from shifting. -Crating will utilize wood screws to fasten the crate lid. -Crating will utilize banding for increased stability. -Crating will have skid blocking, to facilitate movement by forklift or helicopter. -Crating shall support stacking. -Crating will be labeled, "Batteries, Sealed-Non-Spillable, NOS" Shipping of crated batteries (80 batteries/8 crates) to Alaska Fire Service, 1538 Gaffney Road, Ft Wainwriight Alaska, 99703. Shipping of crated batteries (60 batteries/6 crates) to Tetlin NWR, P.O. Box 779, 1.5 Mile Borealis, MS 529, Tok, AK 99780. Return shipping from Ft Wainwright and Tok to Anchorage AK and certified disposal of 140ea used photovoltaic batteries. Award evaluation factors include Technical proposal, Price, and contractor past performance to include past performance and logistics knowledge within Alaska or essentially identical remote locations. The contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged The Seller confirms to have sourced all products submitted in this Bid from manufacturer-approved channels for Federal sales, in accordance with all applicable laws and manufacturer's current applicable policies at the time of purchase. Seller must be able to support both the product sale and product pricing, in accordance with applicable manufacturer certification / specialization requirements. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines.
