Description
Request for Information (RFI): H-1Y/Z Software Configurable Air Data Computer (SCADC) Organic Depot Standup 1.0 DESCRIPTION The Naval Air Systems Command (NAVAIR) in support of the H-1 Program Office (PMA-276) intends to issue a Firm Fixed Price (FFP) Contract to establish depot repair capability in support of the Air Data Computer (ADC) used on the United States Marine Corps AH-1Z and UH-1Y aircraft. This ADC is produced by Curtiss Wright and is referred to commercially as a Software Configurable Air Data Unit (SCADU). This contract shall review the current capabilities at the proposed Depot Source of Repair (DSOR) location, Fleet Repair Center Southwest (FRCSW), North Island, CA for similar equipment and determine the delta requirement to perform repairs on the SADC, to include a review of the processes, skills, material, support equipment, technical data, and a timeline required to standup repair capability in accordance with Title 10 United States Code (USC) 2464. The proposed North American Industry Classification Systems (NAICS) Code is 336411 and the proposed federal supply code (FSC) is 1520. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. FURTHER, THE NAVY IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. RESPONDENTS ARE ADVISED THAT THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS RFI. ALL COSTS ASSOCIATED WITH RESPONDING TO THIS RFI WILL BE SOLELY AT THE EXPENSE OF INTERESTED PARTY. NOT RESPONDING TO THIS RFI DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE FEDERAL BUSINESS OPPORTUNITIES (FBO) WEBSITE. IT IS THE RESPONSIBILITY OF THE POTENTIAL OFFERORS TO MONITOR THIS WEBSITE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. INFORMATION PROVIDED HEREIN IS SUBJECT TO CHANGE AND IN NO WAY BINDS THE GOVERNMENT TO SOLICIT OR AWARD A CONTRACT. 2.0 BACKGROUND The respondent should address its ability to perform the following and include a response to the specific request identified below. In accordance with Title 10 USC 2464 Core Logistics Capabilities, it has been determined by PMA-276 that the contractor shall deliver a Depot Repair Capability package, with pricing, for the equipment identified above to include the following: • Bill of Material (BOM) • Test equipment and tooling requirements beyond those currently available at FRCSW. • Spare sub-repairable assemblies (SRAs), components, and consumable materials required to support repair with recommended quantities to support projected repair throughput. • Peculiar Packaging Handling Shipping and Transportation (PHS&T) requirements for SRAs and components. • Training requirements to include repair, quality assurance, and any peculiar support requirements. Technical manuals in sufficient scope to include the following (Contract Data Requirements List (CDRL)) • Description of operation for the weapons repairable assembly (WRA) and its SRAs. • Testing, troubleshooting (fault isolation & schematics) and repairing the WRA down to the SRA/component level. • Required Test and Support Equipment & Tools. • Illustrated Parts list to Include Assembly and Disassembly. • Cleaning and Corrosion Prevention Repair time estimates to include time to diagnose, repair, and return unit to service. Workflow procedures to include: - Diagnostics test procedures - Repair procedures - Software/firmware loading procedures - Environmental Stress Screening (ESS) requirements - Calibration requirements - Acceptance test procedures Logistics sustainment for the repair capability to include: - Supply chain management for repair parts - Obsolescence management - Engineering technical support - Sustainment support for contractor peculiar support equipment The contractor shall provide a monthly program status report. The contractor shall lead a post award teleconference to ensure requirements of this effort are understood by all stakeholders and generate and deliver conference agenda, minutes to include all action items. The contractor shall coordinate bi-weekly teleconferences to report progress against project effort, discuss risks and resolve problems. The Contractor shall be responsible for generating and delivering meeting agendas, meeting minutes and track all meeting action items. The contractor shall visit and assess current FRCSW capabilities. Areas for analysis shall include: Personnel training and qualifications and skill level to support the repair capability Existing test capabilities inclusive of ESS Metrology and calibration capabilities for peculiar support equipment procured from Curtiss Wright Chemical and hazardous material (HAZMAT) usage and handling, as required in support of repair process Quality Assurance Program (QAP) and certifications including work inspection, safety, Electrostatic Discharge (ESD), and Material Safety Data Sheets (MSDS) The contractor shall conduct a management review meeting no later than one (1) month prior to completion of contract award. The meeting shall include a review of the Depot Repair Capability Package, discussion of intellectual property and tradeoffs in repair approach, and review of program risk and lay the foundation of the Depot activation Phase. The meeting agenda, minutes and action items shall be documented. The contractor shall deliver a technical data package addressing the requirements of this effort. It is expected that the end state Depot will operate within a Public Private Partnership (PPP), meeting the USC Title 10 requirements for Core Depot Support. The intent is to transition logistics support for this program to a Performance Based Logistics (PBL) contract. However, a PBL contract shall not be considered a critical path item for work to flow into Fleet Readiness Center Southwest (FRCSW). When capability is declared by FRCSW, the Depot will be available to repair SSE components in support of any Supply Support Contract (SSC) at the discretion of the SSC Contractor and Naval Supply Systems Command, Weapons Systems Support (NAVSUP WSS). This effort shall require the Contractor to identify, procure, deliver, install, test and train the artisans in the STE and associated hardware and tooling in order to establish Depot capability for the SSE (Part Number: 174862-01-01) component at FRCSW within a 12 month period of performance. This shall be accomplished in accordance with the specified Contract Data Requirements Lists (CDRL). 3.0 REQUESTED INFORMATION As a result of this RFI, NAVAIR expects to receive a Letter of Intent (LOI) from each interested respondent and a concept summary, which contains a detailed description of the Standby Air Data Computer (SADC) described in paragraph 2.0 written from a system solution perspective and outlines development concepts that ensures maximum utilization of infrastructure and platform integration elements that already exist. Prospective offerors should explain how they are able to work with the Government and the equipment manufacturer to integrate the proposed SADC into the H-1 program. Each concept summary should address how the proposed SADC meet the following requirements: 1. Description of the proposed SADC described in paragraph 2.0. In addition, the proposer should have or had a working relationship with the SADC System original equipment manufacturer (OEM) (Penny & Giles Aerospace, LLC.). 4.0 RESPONSES Data Markings. In order to complete its review, NAVAIR must be able to share an interested respondent's information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data - Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions (both the Letter of Intent (LOI) and the full response) must include a statement which clearly allows for the information to be disclosed with covered Government support contractors. International Traffic in Arms Regulations (ITAR). If the respondent is a foreign concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required. In order to receive classified information pertinent to this RFI, responding parties must submit an unclassified Letter of Intent (LOI), not to exceed twenty single-spaced pages, to Mr. Farhan Qazi (Farhan.qazi@navy.mil ) no later than 5:00 PM Eastern Daylight Time (EDT) 9/18/2015. The LOI shall include the following information to verify credentials (do not submit classified information): 1. An UNCLASSIFIED description of the Depot Level Repair Capability effort and STE 2. CAGE code and Classified mailing Address 3. POC for additional information or clarification 4. POC to permit NAVAIR to obtain additional data to support analysis Record of Receipt. Responding parties must submit a record of receipt of the classified information, to Mr. Farhan Qazi (Farhan.qazi@navy.mil ) by 5:00 PM EDT ) 9/18/2015. Full Response Submissions.
