- Technical Evaluation Statement of Objectives RFQ #: FA9302-15-R-L033 RFQ Title: MatLab RFQ Status: Open Delivery Days: 31 March 2016 Description: AFTC/PZIEB, Edwards AFB, CA is seeking to purchase MatLab Tools to aid in instruction as well as post flight data reduction for the USAF Test Pilot School (TPS). This will be a 100% small business set aside. Requirements: Offerors are requested to submit a complete proposal and performance work statement (PWS), pricing items as indicated below including FOB destination, include enough information for the government to evaluate the minimum requirements detailed in this RFP. The government will be evaluating quotes IAW Far 52.212.2 Evaluation Commercial Items (Jan 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The winning vendor will be required to fill out provisions IAW DFARs 252.209-7992 and DFARs 252.203-7998. The following factors shall be used to evaluate offers: (i) lowest price (ii) technically acceptable Evaluation will be made based off of the capabilities in the Statement of Objectives (SOO), Attachment 1. The offeror's Performance Work Statement (PWS) shall describe what they would provide to satisfy the objectives specified in the SOO and their plan for providing. Technical acceptability will be whether what the offeror proposed would accomplish the objectives in the SOO and whether the offeror presented a sound plan for providing it. A draft technical evaluation is attached, Attachment 2. Offerors shall provide pricing for the Contract Line Items (CLINS) as noted in line item for the purchase of Matlab: CLIN 0001 Develop MATLAB tools for use in the flying qualities, systems, performance and test management curriculum at the USAF Test Pilot School 1 each The following clauses will also apply to any order awarded as a result of this solicitation and are those in effect through the Defense Acquisition Regulation Supplement (DFARS) DPN 20150626, effective 26 Jun 2015 and Air Force Acquisition Circular (FAC) 2005-83, effective 03 Aug 2015.
