- Must Have Specs This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.106, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation REQ21411SLM is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through The Government anticipates the award being a Firm Fixed Price contract. The 2012 NAICS code applicable to this acquisition is 541711 and is set aside for small business. The USDA, National Veterinary Services Laboratory (NVSL,) has a requirement for a Luminex 200 3.1 xPONENT System with training and installation to be located in Ames, IA. The contractor shall provide Luminex 200 3.1 xPONENT complete with must have specifications attached to this solicitation notice. Any resulting award from this solicitation will be a fixed price contract. Responsible offerors must be able to provide the items within 60 days of date of award. Quote shall include all costs associated with the Luminex 200 3.1 xPONENT being delivered and ready to use at 1920 Dayton Ave., Ames, IA 50010. All submittals shall be submitted, no later than 10:00am CST September 16, 2015. Line Item # 001 Item Description: Luminex 200 3.1 xPONET Unit of Issue: Each Quantity: 1 Total Price: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) delivery (iii) past performance (see FAR 15.304) Technical and past performance, when combined, are more important to cost or price. Must-have specifications are provided in this solicitation. All quote specifications must be verifiable. The government intends to make award without discussions, but reserves the right to hold discussions if required. The POC Project Work Site: UDSA-NVSL, 1920 Dayton Ave, Ames, IA 50010. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature (with pictures) describing their proposed product with enough detail to ascertain and verify that the product meets the minimum must-have specifications listed on the attached document. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award offerors shall provide 1) a Quote on company or formal letterhead detailing the item description, unit price per item and the total price, 2) company DUNS number for verification of current ACTIVE status in the System for Award Management purposes, 3) any documentation necessary for verification that product satisfies the minimum must-have specifications attached. The table below must be filled out and submitted with the quote. As prescribed in 411.171, insert the following or substantially the same clause in solicitations seeking offers on a "brand name or equal" basis to allow offerors the opportunity to clearly identify the "equal" item being offered, and to illustrate how that item meets the salient characteristics requirements of the Government. The Federal Acquisition Regulation Provisions below are current to FAC 2005-83: (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following addenda are made to the provision. Paragraph (b) Submission of offers is added to read: Quotations shall contain at a minimum the following information: Company name, POC name, phone, and e-mail, product part number, product description, quantity, unit of measure, unit price, shipping costs (if applicable), total price, discount terms, delivery terms. All information above shall be populated. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. There are two specific evaluation criteria included in paragraph (a). The first one is (i) technical capability of the item quoted to meet the requirement of that provision. The last one is (ii) delivery. The Lowest Price Technically Acceptable Source Selection Process will be used in this acquisition. Technical capability is more important price.
