Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued. Solicitation number W911SG-15-T-9227 is being issued as a Request for Quotation (RFQ). The Government intends to award a single Firm Fixed-Price (FFP) type contract for Video-Teleconferencing Equipment Maintenance/Support Services at Fort Bliss, TX. NAICS Code 811213, Communications Equipment Repair and Maintenance Services, with a size standard of $11.5M and Product Service Code J058 are applicable to this requirement. This notice is a total small business set-aside. Only proposals submitted by small businesses for this NAICS code in the System for Award Management website will be accepted by the Government. Any proposal that is submitted by a Contractor that is not a small business will not be considered for award. The contract will have a period of performance beginning five (5) working days after date of contract award. There will be a 12-month base year (September 2015 - September 2016) with two 12-month option years (September 2016 - September 2017 and September 2017 - September 2018). The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance/support services on pre-existing, already-procured VTC systems equipment at Fort Bliss, Texas, as defined in the Performance Work Statement, except for those items specified as Government-furnished property and services. SITE VISIT: The locations of equipment to be supported are Buildings 2 and 1094, Fort Bliss, TX 79916. Offerors or quoters are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for 1:30 PM on Monday, August 31, 2015. Participants should fill out the attached Site Visit Registration Form and send it to the contract specialist, SSG Jason Shettles, at jason.d.shettles.mil@mail.mil by the specified deadline therein. By submission of a proposal, offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) prior to award, during performance, and through final payment of any contract resulting from this RFQ. Award will be based on Lowest Price Technically Acceptable (LPTA) Source Selection Process, in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2. MICC will make the award based on the technically acceptable proposal with the lowest evaluated price. All responsible Contractors shall provide an offer for the following (see attached Quotation Pricing document): CLIN 0001 VTC MAINTENANCE - BASE YEAR; QTY 12; Unit of Issue: Months; VTC Maintenance/Support Services shall be conducted IAW the attached Performance Work Statement (PWS). Provide a unit price for each month of service and a total price for this CLIN. CLIN 0002 CONTRACTOR MANPOWER REPORTING - BASE YEAR: Contractor is required to enter all contractor data into Contract Manpower Reporting system IAW Section 5.8 of the PWS. Data must be accurate, complete and entered into the CMR prior to 31 October. Provide a unit price for the entire base year. CLIN 1001 VTC MAINTENANCE - OPTION YEAR 1; QTY 12; Unit of Issue: Months; VTC Maintenance/Support Services shall be conducted IAW the attached Performance Work Statement (PWS). Provide a unit price for each month of service and a total price for this CLIN. CLIN 1002 CONTRACTOR MANPOWER REPORTING - OPTION YEAR 1: Contractor is required to enter all contractor data into Contract Manpower Reporting system IAW Section 5.8 of the PWS. The following provisions are included in this solicitation: 52.204-7 System for Award Management (Jul 2013); 52.204-16 Commercial and Government Entity Code Reporting (Jul 2015); 52.212-1 Instructions to Offerors- Commercial Items (Apr 2014); 52.217-5 Evaluation of Options (Jul 1990); 52.237-1 Site Visit (Apr 1984); 252.203-7005 Representation Relating to Compensation of Former DoD Officials (Nov 2011). 52.212-2 Evaluation - Commercial Items (Oct 2014) - The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to be the lowest price technically acceptable (LPTA) proposal with acceptable past performance. The Government may award without discussions, reserving the right to hold discussions if deemed necessary by the Contracting Officer. The following factors shall be used to evaluate offerors: Factor 1 - Technical Capability Factor 2 - Past Performance Factor 3 - Price Award shall be made to the lowest priced technically acceptable proposal meeting or exceeding the acceptability standards for non-cost factors. Proposals are evaluated for acceptability but not ranked using the non-cost factors. The best value to the Government will result from the selection of the technically acceptable proposal with the lowest overall evaluated price. The Government will perform price analysis in accordance with FAR 15.404-1(b) Proposal Analysis Techniques. Technical Capability: Proposals will be evaluated for accuracy and completeness as either acceptable or unacceptable. An acceptable rating means that the proposal clearly meets the minimum requirements of the solicitation. A proposal must have no deficiencies to receive an acceptable rating. An unacceptable rating means that the proposal does not clearly meet the minimum requirements of the solicitation. An unacceptable proposal has one or more deficiencies. Each proposal's technical approach will be evaluated to determine the offeror's ability to successfully perform the services and meet the requirements identified in PWS paragraphs 5.1- 5.8 (provide evidence of capabilities). Past performance for providing same or similar services will be evaluated. The Department of Defense contractor Performance Assessment Reporting System (CPARS/PPIRS) and other sources of data may be used as part of the evaluation. 52.252-1 -- Solicitation Provisions Incorporated by Reference (Feb 1998) This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 42 months.
