Description
The Project Manager for Blue Grass Army Depot Mission Management (JMBG-MMP-D), Richmond, KY and the Army Contracting Command-Rock Island, IL are currently seeking sources for the planning and providing material support to modify the existing Blue Grass Army Depot (BGAD) D-100 Controlled Detonation Chamber (CDC) to perform demonstration of contained static firing of rocket motors, facilitate regulatory approval of the demonstration as a treatability study, facilitate site safety approvals, and demonstrate the capability of the CDC to safely and efficiently destroy M67 rocket motors. This action requires the engineering, equipment, and project support for a demonstration of the D-100 CDC for safe, efficient demilitarization of rocket motors via contained, static firing. A successful demonstration is needed to offer an attractive, onsite approach for future disposition using the D-100 CDC of the M67 Rocket Motor Assemblies to be detached from the M56 Warhead Assembly during future demilitarization of stockpiled M55 115 millimeter (mm) Chemical Rocket Assemblies at the Blue Grass Chemical Agent Destruction Pilot Plant (BGCAPP). The proposed demonstration will comprise performing a series of static firing cycles with available M67 rocket motors and an acceptable surrogate motor type inside the existing D-100 CDC. The vendor requirements for this action are listed in general below are: Plan for and prepare the BGAD D-100 CDC for a demonstration of the facility to ensure safe, efficient demilitarization of rocket motors via contained, static firing. This support includes making minor equipment modifications and leading an operational review with BGAD personnel to ensure the rocket motor demilitarization process is a safe and efficient method. All Systems and items developed for this action will become the property of the United States Government. Provide copies of final drawings, design calculations, and specifications to BGAD for use in future permitting and explosive safety approvals. Design and construct a firing stand to facilitate the contained firing of the rocket motors. The firing stand will be capable of securing up to six rocket motors. Design and construct a sacrificial heat shield and affix to the interior of the chamber to protect the existing D-100 CDC wall from potential local overheating due to possible impingement of the rocket motor plume. Modify the current ignition system to allow the ignition of multiple rocket motors in sequence from a remote location. Provide an alternate igniter for ignition of rocket motor propellant. This igniter will require significant current for initiation, making it insensitive to stray voltage or electromagnetic radiation. Provide thermocouples and a pressure transducer to monitor temperatures and pressure during demonstration operations to confirm the conditions existing during the sequential static firings. Develop plan to demonstrate the ability of the D-100 CDC to safely and effectively destroy M67 rocket motors by static firing, to identify the number and type of surrogate rocket motors to supplement the M67s, and provide a recommended firing sequence. Plan, attend and lead an operational review for BGAD personnel prior to initiating the demonstration to ensure the firing demonstration is conducted in a safe and efficient method. Direct and supervise the complete firing operations during the demonstration to include rocket motor placement into the firing stand. Provide technical review and recommend revisions to the existing BGAD CDC Standing Operating Procedure (SOPs) required for safe and efficient static firing of rocket motors. Document the collected data in a test report, detailing the conduct of the demonstration, including tabulated results, technical evaluation of results and recommendations. Assist BGAD Safety Office with developing an amended Explosives Safety Submission (ESS) for the demonstration, including providing description of proposed operations and static firing design details and calculations necessary for U.S. Army Technical Center for Explosives Safety (USATCES) and Department of Defense Explosives Safety Board (DDESB) approval. Prepare submittal documents to obtain Kentucky Department for Environmental Protection approval Please include company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). Brochures/literature may be attached to the e-mail submission. All responsible interested, and qualified sources should submit their capabilities/qualification data. The respondent's capabilities information must demonstrate their ability to plan, perform, and past experience with the D-100 CDC. Drawings for this action are considered Distribution quote mark D quote mark. Which entails the distribution authorized to the Department of Defense and DoD Contractors due to the document contains information affecting the national defense of the United States.
