Description: Marine Corps Installations Command (MCICOM HQ) Contracting Department intends to solicit as a total Small Business set-aside for the conceptualizing, casting, painting, dressing, and shipping eleven (11) Life Cast Figures for the Leatherneck Gallery for the National Museum of the Marine Corps (NMMC) located in Triangle, Virginia. These cast figures will be part of the Final Phase program to expand the existing Leatherneck Gallery museum exhibit. The eleven (11) Life Cast figures will be incorporated within Vietnam tableau to represent "Operation Starlight" with the UH-34 helicopter and the SBD aircraft located within the Leatherneck Gallery. Included in the enhancement (but outside of the scope of this requirement) will be a themed ground cover, hand painted wall murals, artificial foliage, graphic rails with exhibit cases and explanatory graphics. The combination of these elements is intended to depict the story of Marines from post-Vietnam to present day. The Contractor will be required to produce eleven (11) Life Cast figures that meet or exceed the quality of figures that currently exists in the Museum. The figures shall be realistic with life-like skin color, realistic eyes, and natural looking teeth. Hair, if needed, will be sculpted. No real or synthetic hair is to be utilized. The surface of all cast figures shall be finished in a manner that realistically portrays the surface being duplicated. The Contractor will remove all imperfections such as holes, voids, and scratches. All cast figures shall be primed before painting. The Contractor will coat each cast figure with a protective urethane, providing the appropriate level of shine or flatness. All figures must be over-coated with a matt finish clear coating for added durability. A minimum of two (2) coats of clear coat shall be applied to each cast figure following all manufacturer requirements for drying time and conditions between coats. The Contractor shall provide all life cast figures casted from models (typically an active-duty Marine) supplied and coordinated by the Contracting Officers Representative (COR). The life cast figures will be manufactured from molds taken from these living models. All eleven (11) Life Cast Figures shall be delivered to the National Museum of the Marine Corps by 21 December 2015. This requirement will be fulfilled through a firm-fixed-price Order. This procurement is a commercial acquisition using FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. 17. Place of Contract Performance: Work shall be conducted at both the Contractor's site and the NMMC, which is located at 18900 Jefferson Davis Highway, Triangle, Virginia. 18. Set-aside Status: This will be a 100% total small business set-aside. 19. Rationale for Small Business Strategy (as required by ASN(RDA) Memorandum, Improving Communications During the Market Research Process, dated 2 June 2014): After reviewing the results of a Request For Information as well as additional Market Research performed, there is a reasonable expectation that offers will be obtained from at least two (2) small businesses and award would be made at fair market prices. Given these results, the determination was made for this procurement to be a 100% small business set-aside. The Small Business Specialist concurred with this determination on 21 July 2015.
