- NASA/GSFC intends to extend the Multidisciplinary Engineering and Technical Services (METS II) Bridge contract (NNG14CR58C) through November 30, 2015. The current METS II Bridge contract is set to expire on September 30, 2015. It is NASA/GSFC's intent to award this two-month extension to AS&D on a Sole Source basis, due to the fact that the 45 day phase-in for the follow-on contracts, Systems Engineering Advanced Services (SEAS) contract and Technology and Integrated Discipline Engineering Services (TIDES) contract, will not be completed. The announcement of the selection decision for both the SEAS and TIDES contracts was made on September 1, 2015. This extension would ensure continuing performance of mission-critical support currently provided through task orders issued under the METS II Bridge contract, until the 45 day phase-in for the follow-on contracts is completed. Extending the current METS II Bridge contract with AS&D will avoid unnecessary duplication of efforts as phase-in activities for SEAS and TIDES are completed. AS&D as the current incumbent, is the only responsible source qualified to perform this requirement due to its current performance of tasks related to numerous complex NASA flight programs such as James Webb Space Telescope (JWST), Global Precipitation Measurement (GPM), Geostationary Operational Environmental Satellites (GOES), ICESat II/Atlas, and Mars Atmosphere Volatile Evolution (MAVEN), which all have critical schedules that must be met. The estimated non-competitive value of the METS II Bridge contract extension is $0 since there is sufficient Indefinite Delivery Indefinite Quantity (IDIQ) ceiling under the current contract. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 18, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
