- Draft PWS This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualified vendors. This Request for Information (RFI) is required to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Quote. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to the email of the POC listed below. No basis for claim against the Government shall arise as a result of a response to this Sources Sought or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. At this time no solicitation document exists for this request for Sources Sought. TASK The contractor shall provide all materials, tools, equipment and labor necessary to assist in performing a technology update of the Protective Distribution System (PDS) at an U.S. Army Rapid Equipping Force (REF) location in Ft. Belvoir, VA. Services shall be provided within 60 days after contract award. The contractor shall also assist the REF in drafting correspondence and updating the Security and Information Assurance Standard Operating Procedures and documentation for compliance with regulatory guidance. The proposed project will be awarded on a firm fixed price basis. Interested companies are required to participate in a site visit to assess the facility that will be upgraded. Facility drawings and specifications are not available. The anticipated requirement shall be performed in accordance with the following documents: 1. AR 25-2, Information Assurance, dated 23 March 2009 2. AR 380-5, Department of the Army Information Security Program, 29 September 2000 3. AR 380-27, Control of Compromising Emanations, dated 22 July 2014 4. NSTISSI No. 7003, Protective Distribution Systems (PDS), dated 13 December 1996 5. NSTISSI No. 70000, TEMPEST Countermeasures for Facilities, dated 29 November 1993 6. CNSSAM TEMPEST/1-13 RED/BLACK Installation guidance, dated 17 January 2014 7. Secret Internet Protocol Router Network (SIPRnet) Technical Implementation Criteria, Version 7.0 8. NSA/CSS Policy 6-18 Secure Network Cabling 9. Traditional Security STIGS, Version 1, Release 2, dated 12 July 13 (found at http://iase.disa.mil/stigs) Procuring the services and possible set-aside will not be made by the Government until after the market research has been completed. No proposals are being requested or accepted under this synopsis. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 561621 and the size standard is $20.5 million. Qualified companies are encouraged to respond. Interested parties should provide the following information in response to this sources sought announcement: (1) business name and address; (2) name of company representative and their business title; (3) provide a list of at least two (2) similar projects performed within the past 24 months in accordance with NSTISSI No. 7003 and NSTISSI No. 70000 (government contract numbers shall be provided); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (6) contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts; and (7) a rough order of magnitude (ROM) of the price of this effort. Only those interested parties who submit the requested information will be invited to participate in the site survey and to submit a quote on the anticipated future requirement. Dates for the site visits will be set by the REF within five working days after receipt of information. The Government will not pay for any effort expended into responding to this sources sought announcement.
