- Description
- NASA/AFRC has a requirement for a Hoffman ANV-126A Computerized Field Portable Night Vision Device (NVD) Test Set. NASA/AFRC intends to purchase the item(s) directly from Hoffman Engineering, Stamford, CT as they are the only manufacturer of the particular NVD Test Set (NSN: 6625-01-621-3664) required for our purposes. Authority for the requirement is 10 USC 2304(c)(1) and FAR 6.302-1(a)(2) Only one responsible source. Justification is based on the following facts: 1.NASA/AFRC currently utilized ANVIS-9 night vision (and other binocular and monocular night vision goggles) in support of both airborne and astronomical science missions. Most of the night vision equipment is on land from the US Air Force. Maintenance for the USAF owned night vision equipment is mandated to be performed under Air Force Technical Order (AFTO) 12S10-2AVS. Under the AFTO, the only authorized test equipment listed for ANVIS-9 maintenance purposes is the Hoffman ANV-126/126A. Additionally, market research indicates that there are no factory authorized distributors of the Hoffman ANF-126/126A and there is currently no program stock available from depot. 2.Competing the requirement on the open market at this stage of the procurement cycle would be impractical due to the fact that there are no factory authorized resellers of the product and the NSN is not currently available from depot. Attempting to compete the requirement and/or develop a second source is not practical as it would result in duplication of developmental cost and unacceptable delays in fulfilling the agencys requirements. 3.Although there are possibly some similar NVD test sets available on the market, provisioning of a differing model would likely result in a duplication of cost to the Government for maintaining different types and kinds of NVD test equipment along with the additional cost of staff familiarization training that is not expected to be recovered through competition. In addition, the procuring of unauthorized test equipment (that cannot be used for the testing of our specific equipment) will not meet the Governments requirement. Based on the above, acquisition of any other NVD test set in-lieu of the Hoffman Engineering ANV-126/126A would likely result in: a) duplication of cost to the Government that is not expected to be recovered through competition; b) unacceptable delays in fulfilling the agencys requirements; and c) the inability to fulfill the technical requirement to test our specific NV equipment using an approved/authorized NVD test set. These reasons justify procuring the required services exclusively from Hoffman Engineering. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/12/2015.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
