- Purpose: This Market Survey is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Section 3.2.1.2.1. The purpose of this Market Survey is for the FAA to gain an understanding of the industry and to identify large and small businesses, capable of providing a Mode 5 Modification to the Air Traffic Control Beacon Interrogator Model 6 (ATCBI-6). Background: Current ATCBI-6 secondary radars located at forty-four ARSR-4 primary radar sites operate with a Mode 4 Identification Friend or Foe (IFF) interrogator capability to support the Department of Defense (DoD) mission. Mode 4 has been decertified and is scheduled to be phased out by 2020. Mode 4 cryptographic support is scheduled to be terminated in 2020 and Mode 4 will no longer be available. DoD has a requirement for Mode 5 at all sites that currently have a Mode 4 capability. Mode 5 capability may also be required at some enroute radar sites internal to the U.S. in the future. The Mode 5 modification to these Mode 4 capable ATCBI-6 radars will provide for uninterrupted IFF interrogator operation at ARSR-4 sites. This is a DoD national security requirement. All forty-four sites must be fully operational by 2020. These modifications must be based on existing Mode 5 certified hardware. These modifications must not negatively impact current FAA ATCBI-6 capabilities. Raytheon Company developed and produced, through contract DTFA01-98-C-00058, the ATCBI-6 and the Mode 4 interrogator. Raytheon retains the proprietary firmware, and controls the rights to the proprietary firmware that must be modified. Submittal Information: The FAA is soliciting industry for those companies with a proven capability to make the necessary modifications to the ATCBI-6. Electronic submittal documents provided by capable vendors should be in portable document file (PDF) or Microsoft word format. Submissions should not exceed 10 pages in length. Vendors must submit the following: Provide a description of relevant corporate experience and capabilities Provide proof of rights to the proprietary firmware owned by Raytheon Company Provide a completed Business Declaration Form No solicitation exists; therefore, do not request a copy of the solicitation. The FAA is not seeking unsolicited proposals at this time. This Market Survey must not be construed as either a promise to award a contract or an obligation for the Government to provide compensation for information associated with the preparation and submittal of inquiries addressing this Market Survey. The FAA reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Responses will not be returned.
