- This Amendment 1 is issued to revise the 'Description' section to read in its entirety as follows. (Please note that the revised scope of work being contemplated by SRNS is limited to Medical Services. Emergency Services and Fire Department Services have been removed from this Sources Sought notice.) Provide occupational medicine program services for Savannah River Nuclear Solutions in performance of its contract with the Department of Energy at the Savannah River Site (SRS). The purpose is to provide for the safety and health of workers at SRS through the provision of medical and other health related services by qualified personnel possessing appropriate certification and training credentials. Occupational medical services will be provided on a routine basis to contractor / subcontractor employees. The SRS occupational medicine program is expected to: • Administer a medical surveillance program, in concert with SRS industrial safety and industrial hygiene and in compliance with 10 CFR 851. • Protect site employees against health and safety hazards in their work environments by assisting in the placement of employees in work they can perform without undue hazard to themselves, their fellow workers, plant facilities, site environment, and the public or general environment. • Encourage employees to maintain mental and physical health and safety by providing professional guidance and counseling through alcohol and drug abuse programs. • Provide health surveillance, pre-placement, job transfer and termination examinations / evaluations for contractor / subcontractor employees. • Provide laboratory / pathology services as required by applicable examination / evaluation. • Maintain electronic and hardcopy employee medical records. • Manage a substance abuse testing program, including Medical Review Officer function for contractor / subcontractor employees. The subcontractor shall provide physician care and medical and psychological services to contractor / subcontractor employees. These services include the following examinations / evaluations: • Comprehensive health history review • Laboratory testing - urinalysis, hematology, blood chemistry, metals, etc. • Anthropometric testing - height, weight, blood pressure, and pulse • Pulmonary function testing • Vision testing • Ishihara Color Vision Testing • Digital x-rays • Audiometric testing and earplug fitting • Electrocardiogram • Psychological interviews / testing Medical surveillance examinations include: Asbestos Worker DOT Driver Firefighter Hearing Conservation Respirator Lead Worker LASER Beryllium Worker Human Reliability Program Enhanced FFD Special Vision HAZMAT Worker The estimated annual volume of occupational medicine contacts is as follows: • Surveillance exams: 3,500 • Return to Work / Termination exams: 2,000 • New hire / Re-hire exams: 1,200 • Non-occupational Injury / Illness evaluations: 500 • Medication Evaluations: 6,000 • Breath Alcohol Tests: 6,000 • Urine Drug Screens: 6,000 • Laboratory Tests: 8,500 • Digital X-Rays: 350 • ECGs 1,750 • Psychological Tests / Interviews: 2,050 Alternatives for providing the medical services could be 1) utilizing existing SRNS medical facilities and infrastructure, 2) utilizing non-SRNS off-site (not located on the Savannah River Site) facilities, 3) utilizing mobile medical facilities or 4) another alternative strategy. Expressions of Interest must be submitted via e-mail to Larry Coffey at lawrence.coffey@srs.gov on or before September 17, 2015. The Expression of Interest must include a statement of qualifications that shall be limited to 10 pages (with attachments). SRNS will review these statements of qualification for the purpose of developing a list of parties to receive a request for proposal, if this action advances to that stage of the procurement process. Any resultant request for proposal will not be subject to full and open competition. SRNS will use its best judgment when determining which interested parties should receive any follow-on request for proposal, and the selection of the parties to receive a potential request for proposal will not be based on any set of objective criteria. The basis for award of any follow-on request for proposal will be best value.
