- The NATO International Staff (IS) has issued a Request for Proposal (RFP) for the provision of media monitoring and analysis services. The purpose of the RFP is to award one or multiple contracts for the provision of consulting services for media monitoring and analysis to support the NATO Press and Media Section. Participation in these opportunities does not involve pre-approval by the U.S. Government. ACCESSING THE RFP An electronic version of the RFP is posted on the NATO IS Business Opportunities website: https://www.ebidexchange.com/NATO To access the RFP, interested firms first need to complete the site registration process and wait until their applications have been validated by the NATO IS. The registration approval process may take one or two working days. ELIGIBILITY REQUIREMENTS To be eligible to participate in the bidding process, bidders must 1) be from one of the NATO member nations (This would also apply to any sub-contractors.) 2) be in sound legal and financial standing 3) have performed at least three contracts within the last three years substantially similar in scope to the requirements described in the solicitation and 3) have sufficient capacity and resources to provide the services specified in the Statement of Work. PROPOSAL CONTENT Aside from proof of the eligibility requirements stated above, bidders must also provide the following documentation as part of their proposals: a) Statement of legal and financial condition and other statements and certificates required to verify the bidder's financial and legal standing b) Data on relevant past performance and a description of corporate capabilities, resources, and subcontracting arrangements c) Information about proposed resources and capabilities d) Elaboration of any deviations to the terms and conditions of the proposed contract e) Implementation plan and assumptions f) Service and price proposals EVALUATION CRITERIA Bidders will be evaluated on the documentation submitted and other information available to the NATO IS (e.g., verification of past performance references). Considerations include understanding of requirements and proposed approach, resources and capabilities, past performance, contract risks, and the proposed financial terms. The contract will be awarded to the responsible bidder(s) whose conforming proposal represents the best value after evaluation in accordance with the factors and sub-factors specified in the solicitation. PROCUREMENT TIMELINE Proposals are due on 13 October 2015 at 15:00 Brussels time. Final selection and contract award is expected in February 2016. The contract will be effective for a period of one year with the possibility of four annual extension options up to a maximum of five years.
