- Description: The Naval Air Systems Command (NAVAIR) anticipates awarding a new contract under solicitation N00019-15-R-2011 to Orbital Sciences Corporation, Chandler, AZ for the Full Rate Production (FRP) Lot 10 with an option for 11 of the GQM-163A surface launched aerial target system that emulates the anti-ship cruise missile in support of weapon system test and evaluation. The FRP Lot 10 and 11 procurements includes, but is not limited to GQM-163A Coyote Aerial Base Targets Vehicles and related equipment, Mission Kits, Replenishment Energetics, Initial Spares and Advance Long Lead Steel in support of Production; technical support services and related supplies; and technical and administrative data. The estimated dollar value reflects FRP 10 quantities of up to 7 targets. The FRP 11 option estimated dollar value reflects quantities of up to 17 targets. hardware and software in support of the GQM-163A. The contractor will be responsible for the services and support to ensure that hardware will be available to support future launch operations. The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapons system test and evaluation. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
