- Classification Code: K049 - Modification of Maintenance and Repair Shop Equipment NAICS Code: 334519 -- Other Measuring and Controlling Device Manufacturing The Naval Air Warfare Center Aircraft Division intends to enter into negotiations with Northrop Grumman Corporation to incorporate several modifications to the Electro-Optical Third Generation Console (EO 3) Integrated Photonics Asset (IPA) to improve the ability of the existing IPA Camera to pass the auto-collimation match-score test. The effort will include adjusting to the boresight laser gain, incorporate a diffuser lens to improve target illumination, adjusting the integration time of the Boresight match-score algorithm and resolving pixel issues impacting the boresight alignment test. The effort involves design, fabrication, integration, and testing of the improvements into approximately 105 units IPA P/N: 2055AS487-2001 units. The Navy intends to negotiate on a sole-source basis with Northrup Grumman Corporation who is the Original Equipment Manufacturer (OEM) of the EO3 Console. The period of performance will be approximately two years. As the OEM of the EO console and specifically the IPA, Northrop Grumman is the only source with the technical data, drawings, software code or other specifications to meet the requirement. The Government intends to procure this requirement under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. This is not a request for a proposal; however, all parties interested in providing a response must do so not later than 15 days after the date of this notice. A determination by the Government not to open this procurement to competition based on the responses to this notice is solely within the discretion of the Government.
