- Amendment V: The above referenced solicitation is hereby amended to address vendor questions and answers and to extend the due date for quotations as follows: Questions/Answers: Question: Statement of Work, Section 4.1, Design drawings to be submitted 30 days after award, are these the proposed installation/facility drawings based on site drawings supplied by NIST, or the hardware drawings showing dimensions of the system to be installed? Will NIST revise its own site drawings to show as-installed system upon completion of the installation? If by the supplier, will NIST supply electronic AUTOCAD site drawings for revision by the supplier? Answer: These shall be proposed installation/facility drawings based on site drawings supplied by NIST. NIST will provide electronic AutoCAD site drawings for revision. Question: Statement of Work, Section 3.4.1, a) Does NIST incorporate cyber security protocols on its LAN which will require NIST IT personnel to assist in connecting remote PC(s) to the area monitor system? b) How many remote PC computers on the NIST LAN require access to the new area monitor system? c) Are the PC computers existing? d) Is it acceptable to include a PC workstation, to be located in the location of Processing Units #1 and #2, and it would be connected to the NIST LAN, or does NIST require direct LAN connection to the Processing Units? Answer: NIST will provide its own pc and necessary network configuration settings for the area monitors to establish connection. A single PC will connect to the area monitors for remote control. Supplier must provide monitor units that are "able to communicate through an Ethernet based network or be adaptable to Ethernet-based network. Provide either a twisted wire internet, RS-232 or an RS-422 connection port for remote PC communication". Question: Statement of Work, Section 3.5.3, IEEE STD 323, please define Harsh Environments. Answer: IEEE 323 Standard for Qualifying Class 1E Equipment for Nuclear Power Generating Stations defines harsh environment "An environment resulting from a design basis event, i.e., loss-of-coolant accident (LOCA), high-energy line break (HELB), and main steam line break (MSLB). Also see IEC 60780 "Nuclear power plants - Electrical equipment of the safety system - Qualification ". In this case a large primary coolant line break is considered. Question: Statement of Work, Section 3.5.5, Should the stated IEC60901-3 be IEC60951-3? Answer: Shall be IEC60951-3 "Nuclear power plants - Instrumentation important to safety - Radiation monitoring for accident and post-accident conditions - Part 3: Equipment for continuous high range area gamma monitoring" Question: Statement of Work, Sections 3.2.5 and 10.4, 100 meters of detector cable is stated, however Figure 1 indicates a total distance of 233 feet. In an effort to reduce cost, does NIST require 100 meters for each detector cable, or can the length of cable be determined and supplied? Answer: The length of cable can be determined and supplied Question: Option Line Item, 0003, TRAINING, Is it acceptable to provide the training session to NIST personnel at the time of set-up and operation of the equipment in Bldg 245 in preparation of the Verification and Acceptance testing? This would allow NIST personnel to operate and test the equipment with a full level of expertise and thereby eliminate the need for a technician be present during the testing. Answer: Yes, if Option Line Item 0003 is exercised, training of NIST personnel can be at the time of set-up and operation of the equipment in Bldg 245 in preparation of the Verification and Acceptance testing. The due date for quotations is hereby extended as follows: FROM: September 10, 2015 @ noon EST TO: September 14, 2015 @ noon EST All other solicitation terms and conditions remain unchanged.
