- 100% Buy Indian Set Aside. Professional Development Training, BIE, ADD. This RFQ is a Buy Indian Set Aside. The Bureau of Indian Affairs (BIA) is soliciting offers to procure training services for BIE principals and assistant principals for the 31 BIE schools on coaching training and evaluation. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. A15PS01377 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This acquisition is a total small business set-aside. NAICS Code: 611430, Small Business Size Standard: $11.0 million. Period of Performance: September 21, 2015 to June 30, 2016. Vendor will provide four (4) days of training every month from September 2015 to June 30, 2016. Two (2) trainings to be held at Tuba City Boarding School, Tuba City, AZ, 86045 and two (2) trainings to be held at Wingate High School, Wingate, NM, 87316. Services to develop the skill-building for school leaders to support and provide reflective cognitive coaching conversations with their teachers and personnel. Enhance the performance of school teachers and staff. Provide methods and techniques and guiding principles for leaders. Focus on evaluation, coaching, reflective conversations is assessment practices, data conversations. PROPOSAL LINE ITEMS: 1. Professional Development Services: 4 days per month x 10 months: $_____________. GRAND TOTAL: $_________________. The total costs includes all travel, lodging and other incidental expenses. Travel costs incurred for transportation, lodging, meals, and incidental expenses (as defined in the regulation cited in FAR 31.205-46) shall be considered to be reasonable and allowable only to the extent that they do not exceed on a daily basis the maximum per diem rates in effect at the time of travel as set forth in the Federal Travel Regulations (FTR). Award will be made on a Best Value Basis, whose quotation is conforming to the requirements herein, will be most advantageous to the Government, and is fair and reasonable. 52.212-2 Evaluation-Commercial Items. EVALUATION-COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Familiarity with location 2. Technical Approach 3. Past Performance Technical and past performance, when combined, are significantly more important than cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer ¿s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Electronic Invoicing and Payment Requirements- Invoice Processing Platform (IPP) (April 2013). Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [CO to edit and include the documentation required under this contract]:A copy of the contractor ¿s invoice shall be included with the IPP invoice.
