Attachment 3 - Technical Evaluation Form Attachment 2 - Wage Determination Attachment 1 - PWS Exhibit A - Price List RFP The solicitation number is FA9302-15-R-L036. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-83 and DFARs Change Notice DPN-20150626 AFFARS Parts AFAC-2015-0406. Federal Supply Class/Service (FSC) code is U009. NAICS is 611512 and the size standard is $27,500,000.00. This acquisition is a 100% Small Business set-aside. Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to purchase the following service: The contractor shall provide a B-25 aircraft with all required equipment operative and in good working order. The primary objective of the program is to demonstrate flying characteristics of World War II bombers, with a focus on the suitability as a World War II bomber. Some operational tasks (such as max-performance takeoffs and simulated bombing runs) will be performed by the students in addition to typical performance and flying qualities flight test techniques. The objective of this program is to provide test pilot training (not initial or recurring training) for up to 50 US Air Force (USAF) Test Pilot School (TPS) students and staff members through up to two Qualitative Evaluation (QE) deployments per year. Additional aircrew or passengers (such as photographers) may be added at the discretion of the TPS Program Manager (PM), with concurrence of the contractor. This training is expected to be conducted at Edwards Air Force Base, California. There will usually be 5-10 QE flights per deployment, and deployment durations are expected to be 1-2 weeks, but may be longer if maintenance, weather conditions, or student availability require. Deployments may be executed at any other suitable facility at the discretion of the PM, with concurrence of the contractor. The PM will determine specific dates and locations for all deployments. The actual size of the groups may vary and will typically be a mix of pilots and non-pilots with various backgrounds. Only the Lowest Priced, Technically Acceptable (LPTA) offer or will be requested to provide the Simulators. Award will be made to the LPTA offer that is most advantageous to the Government. Please note, a Designated Air Worthiness Inspection is required to be found technically acceptable.
