- The United States Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source contract under the authority of Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) (ii) - Only One Responsible Source and No Other Services will Satisfy Agency Requirements, on or about 25 September 2015 to Fluke Electronic Corporation, 6920 Seaway Blvd, Everett, WA, 98203-5829 on behalf of the United States Army Medical Materiel Agency (USAMMA). The North American Industrial Classification System (NAICS) code is 334515 and the Size Standard is 500 employees. The purpose of this effort is to award a contract for the repair and calibration of Army Medical Test, Measurement, and Diagnostic Equipment (TMDE) and medical equipment. The contractor shall repair and calibrate all Fluke equipment. The contractor shall repair and calibrate the Army Medical TMDE to the original equipment manufacturer (OEM) specification without voiding any warranties. All TMDE services and calibrations shall be traceable to the National Institute of Standards and Technology (NIST). All repair parts used to repair and calibrate the TMDE and medical equipment shall be OEM parts. All repairs and calibrations shall be made in a timely manner. USAMMA considers any equipment alteration, including the substitution of manufacturer-provided or approved repair parts with other repair parts to be contrary to Army and Food and Drug Administrative (FDA) regulations, endangering the device's FDA certification, and incurring product liability on behalf of the Army. The contractor shall return to USAMMA all items in a repaired and serviceable condition. Interested contractors may identify their interest and bona fide capability to fulfill the requirement. This notice of intent is not a request for competitive proposals. Interested parties who believe they can meet this requirement shall submit information about their capabilities no later than 10:00 AM Eastern Time, 14 September 2015. All information shall be furnished at no cost or obligation to the Government. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed solicitation based upon responses to this notice is solely within the discretion of the Government.
