- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with American Association of State Highway and Transportation Officials (AASHTO) for resource needs assessment and implementation support to advance use of the AASHTO Highway Safety Manual (HSM) by State Departments of Transportation. High-quality, data-driven safety analyses as a key to selecting highway investments that contribute most to FHWA's goal of reducing motor vehicle fatalities and serious injuries. The AASHTO Highway Safety Manual (HSM) is the principal document on how to conduct state-of-the-art safety analyses. State DOTs are the key implementing organizations. As both the owner /publisher of the HSM and the organization of State DOTs, AASHTO is unique in its capability to support FHWA's goal of broader implementation of the HSM by State DOTs. AASHTO can work with State DOTs on HSM implementation in ways no other entity can. We need AASHTO's capabilities now to advance to the next stage of HSM. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $100,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
