Description
The Department of Veterans Affairs has a potential requirement for Veterans Identification Cards in accordance with the Veterans Identification Card Act of 2015 (Public Law 114-31). The Government is considering the following scenarios for compliance: Scenario 1 - A vendor will establish an on-line means to receive ID card application requests electronically with the ability to upload required documents and photos. This system would then leverage VA data to determine eligibility and collect the card service fee, and then create, print, and mail the card to the Veteran. For those applications where an eligibility record could not be established, the information would be sent to VA for determination. The VA would then provide validation back to the vendor to create, print, and mail card back to the Veteran. The vendor would also need the ability to receive mailed applications, with photo and payment information by either check or credit card, and enter into their system to generate the card following the same procedures above, as if Veteran had entered the application into system. The vendor would need to work with VA to establish appropriate data feeds and payment feeds for the US Treasury. Scenario 2 - A vendor will receive data feed from the VA with approved Veteran information for the creation, printing, and mailing of cards to Veterans. The vendor would also be required to receive any mailed-in applications with photo and payment information and input the data received into the VA application system, then receive data feed from VA with approved Veteran information for the creation, printing, and mailing of card to Veteran. In both scenarios, the vendor will need to have the capability to use pictures that have been mailed or images that are uploaded of the Veteran for the creation of the card. The VA estimates the creation and mailing of approximately 1,000,000 ID cards per year. The VA will not purchase any equipment. Vendors are responsible for all equipment needs. THERE IS NO SOLICITATION AT THIS TIME. This Request for Information does not constitute a request for quotes or proposals. Submission of any information in response to this Request for Information is purely voluntary. The Government assumes no financial responsibility for any costs incurred. The responses to this Request for Information will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. Responses to this Request for Information are requested from large and small businesses. If your organization has the potential capability to perform these contract services, please respond to this Request for Information as follows- Cover Sheet - 1 page Please provide the following information: 1. Organization name, address, DUNS number, and web site. 2. Point of contact to include e-mail address and telephone number. 3. Business size (large, small, SDVOSB, VOSB, etc.) under NAICS code 561611. 4. If applicable, GSA contract number, schedule, and SIN category. Capabilities Statement and Market Information - no more than 2 pages 1. Please briefly describe your capability for performing either or both scenarios presented above. 2. Please provide an estimated price for the creation of 1,000,000 Veteran ID cards per year based on either or both scenarios presented above. Note that this is not a proposal or a quote and the figures provided are not binding in any way. The Government is seeking this information for the sole purpose of Market Research. 3.
