Description
Description: The Department of Veterans Affairs Veterans Integrated Service Network (VISN) 15 plans to award an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Architect/Engineer Contract. The Indefinite Delivery Contract for Architect or Architect/Engineer firms will provide services to VISN 15 Medical Centers at: Columbia, MO; Kansas City, MO; Popular Bluff, MO, St. Louis, MO (two medical centers); Leavenworth, KS; Topeka, KS; Wichita, KS; and Marion, IL. The firms must be an Architect or Architect/Engineer Firm with an approved NAICS Codes of 541310 or 541330. The small business size standard for 541310 is $7.5 million and for 541330 is $15 Million. This acquisition is "Set Aside for Small Businesses only to include Small Business Joint Ventures". The intent is to award an adequate number of IDIQ contracts for the needs of VISN 15 for a period of one (1) year with an option to award four (4) additional years. Task orders may range from $3,500 - $1,000,000 each, with a maximum award amount of $5,000,000.00 over a five year period. A&Es awarded contracts will have a guaranteed minimum amount of $2,500.00. The award of the initial task order will satisfy the minimum guarantee for the entire contract term (including option years.) Firms must have an established bonafide working office within a 200 miles radius of one of the VISN 15 Medical Centers. The intent is for your firm to primarily work with the closest medical center but you may be issued task orders to support any of the VISN 15 Medical Centers. Firms must be capable of responding to and working on multiple task orders concurrently. Services will be procured in accordance with PL 92-582 (Brooks Act) and FAR Part 36. A&E and Engineering firms shall include multidisciplinary design teams capable of providing a variety of professional services. Design services may require Architectural, Interior Design, Structural, HVAC, Plumbing, Civil, Electrical, Energy Conservation, Certified Industrial Hygienist, Registered Fire Protection Engineer, Landscape Architect, Estimator, Lean Consultants, Green/LEED requirements; and AutoCAD drawings and/or REVIT (Building Information Modeling (BIM). Work may include but is not limited to: project analysis and investigative reports; conceptual designs; contract documents (complete or abbreviated plans on specifications); energy audits; asbestos abatement; lead removal; mold remediation; site visits; exterior and interior layouts and designs; interior furnishings; and finish schedules; Line Safety (Statement of Conditions) Studies, project cost estimating (cost estimating in MEANS will be required for all projects) and scheduling on an-as-needed basis under firm fixed priced delivery orders. A&E and Engineering shall be able to provide Construction Period Services (CPS) that may include but is not limited to the review of equipment samples, shop drawings and other related construction submittals and documents, project site inspections/site visits and reports. A&E and Engineering firms shall also possess a thorough working knowledge of construction, Life Safety, NFPA and ADA codes, requirements and standards as they pertain to hospitals. The following will be the evaluation criteria which are all considered of equal importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; a. Hospital Experience b. Phasing Construction Projects c. Environmental Assessment & Abatement; including, but not limited to, Asbestos and Lead d. Verification of Exceptional Customer Service; including customer service awards received e. Building Energy Modeling per ASHRAE 90.1-2010 or 2013 f. Designs that comply with ASHRAE 90.1-2010 or 2013 g. Familiarity with and experience incorporating the requirements of current or recent VA guidance documents related to Sustainable Buildings (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) The ability to comply with FAR Clause 52.219-14. At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The selection criteria descriptions (1 through 6) are provided below. 1. PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACTORY PERFORMANCE OF REQUIRED SERVICES Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical and Fire Protection Engineer). In addition, provide resumes of other relevant team members or frequent subcontractor such as: Architect, Civil, Structural Engineers, Cost Estimator and team members who will perform technical tasks under this contract including their record of working together. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline. Each resume shall include a minimum of three (3) specific completed projects in the past five (5) years that best illustrate the individual team members experience relevant to this contract scope. 2. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE Specialized experience and technical competence in health care facilities (to include joint ventures), including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials. This factor evaluates the amount of experience the AE firm has in designing similar types of work/facilities and evaluating their technical competence. The factor includes an emphasis, where appropriate, on the firm's experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials. Provide a detailed narrative of up to 3 (maximum) relevant projects completed within the last 5 years, which best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; Specific design areas to be evaluated within this factor are: a. Hospital Experience b. Phasing Construction Projects c. Environmental Assessment & Abatement; including, but not limited to, Asbestos and Lead d. Verification of Exceptional Customer Service; including customer service awards received e. Building Energy Modeling per ASHRAE 90.1-2010 or 2013 f. Designs that comply with ASHRAE 90.1-2010 or 2013 g. Familiarity with and experience incorporating the requirements of current or recent VA guidance documents related to Sustainable Buildings 3. CAPACITY This factor evaluates ability of the AE firm, given their current projected workload and the availability of their key personnel, to accomplish the possible myriad of design projects in the required time. The general workload and staffing capacity of the design office will be evaluated. a.List current projects with a design fee of greater than $20,000 being designed in the firm's office in the past five (5) years; b.Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; c. Describe experience in successfully delivering projects per performance schedule, providing timely construction support and successfully completing multiple projects with similar delivery dates. 4. PAST PERFORMANCE NCO 15 will evaluate past performance on recent and relevant contracts with Government agencies (emphasis on VA work) and private industry in terms of construction cost estimating, cost control, quality of work, compliance with performance schedules and a record of significant claims against the firm due to improper or incomplete engineering services (references required). Past Performance Questionnaire (Attachment 1 to this Notice): a.Respondents shall submit the Past Performance Questionnaire to each Contracting Officer (or customer contact equivalent) and Project Manager (or customer contact equivalent) identified in its SF 330 Section F, "Example Projects Which Best Illustrate Proposed Team's Qualifications for this Contract". The questionnaire shall be completed ONLY by the contract customer. b.The contract customer shall complete the Past Performance Questionnaire and shall submit it directly to NCO 15 by the SF 330 submittal package due date identified in the notice. c.The Past Performance Questionnaire will not be accepted from Respondents. The Questionnaire must come directly from the Respondent's contract customer. The Respondent bears the burden of providing relevant and timely references with accurate and current telephone numbers, addresses and e-mail addresses. The Respondent is responsible for ensuring that the questionnaires issued by them are completed by the contract customer and submitted directly by the contract customer to NCO 15 at the address listed in this notice, no later than the SF 330 submittal package due date designated in this notice. E-mailed Past Performance Questionnaire will be accepted from the contract customer. If the contract customer chooses to email the past performance questionnaire, they SHOULD NOT send the hardcopy via mail. Respondents are notified that NCO 15 may use any additional sources of information (such as, but not limited to the Contractor Performance Assessment Reporting System (CPARS) regarding the Respondent's relevant experience and past performance and consider the information thus obtained as part of this evaluation. 5. LOCATION a.Firms must have an established bonafide working office within a 200 miles radius of one of the VISN 15 Medical Centers. The intent is for your firm to primarily work with the closest medical center but you may be issued task orders to support any of the VISN 15 Medical Centers. b.This distance is determined according to http://maps.google.com c. This factor evaluates the distance the office lies from the location of work. Please provide the address and distance of your office to the closest VISN 15 Medical Center. 6. ABILITY TO COMPLY WITH FAR CLAUSE 52.219-14 Firms must demonstrate how they will comply with the requirement to meet FAR Clause 52.219-14, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. QUESTIONS AND COMMENTS: 1. Questions and comments regarding this notice must be submitted by email only to the Contracting Officer Mike Crader at michael.crader@va.gov 2. Oral questions will not be answered. 3. The deadline for questions is 16 September 2015 at Noon Central Time. SF 330 SUBMITTAL PACKAGE PAGE INSTRUCTIONS: 1. SF 330 submittal packages, including Past Performance Questionnaires, shall be submitted no later than Noon Central time on 25 September 2015. Respondents are responsible for ensuring SF 330 submittal packages, any revisions, and modifications are submitted by this time. Any changes to the pre-solicitation will be posted as amendments to the pre-solicitation on FBO. 2. Qualified A/E firms are required to submit One (1) hard copy and One (1) electronic copy via DVD of their entire completed SF 330 packages; SF 330 forms are available on-line at: http://www.gsa.gov/portal/forms/type/SF 3. NCO 15 will use the electronic copies in the evaluation process and may compare the electronic and paper copy. If a variation in content between the paper copy and the electronic one is noted, the paper copy will be considered the contractor's submitted SF 330 submittal package official response. 4. Submission of information incorporated by reference is not allowed. 5. Prospective firms shall address all selection criteria factors within their submitted SF 330 package. 6. Submissions are limited to 60 pages. a.Photographs will be included in the 60 page count. b.Title pages and tables of contents, if applicable, are excluded from the page count limitation. c. Pages submitted in excess of the limitations specified in this notice will not be evaluated by NCO 15. 7. A page is defined as one side of a sheet, 8 1/2" x 11", with at least one inch margins on all sides, using not smaller than 12 point type. Foldouts count as an equivalent number of 8 1/2" x 11" pages. 8. Telephone inquiries will not be honored. No faxed or emailed submissions (other than past performance questionnaires) will be accepted. SF 330 PACKAGE CONTENTS: 1. The SF 330 submittal packages shall consist of a completed SF 330 parts I and II, specific information addressing each of the six selection criteria described in this notice; the additional information required by this notice and past performance questionnaire. 2. Respondents are required to meet all requirements in addition to those identified as selection criteria 3. SF 330 submittal packages not consistent with the requirements and selection criteria of this notice may be determined unacceptable and removed from consideration. 4. Any SF 330 submittal package, modification, or revision that is received at the designated NCO 15 office after the exact time specified for receipt is considered to be late. SF 330 PACKAGE PREPARATION: 1. Qualified A/E firms are required to submit ONE (1) hard copy and ONE (1) electronic copy via DVD of their entire completed SF Form 330 packages; SF 330 forms are available on-line at: http://www.gsa.gov/portal/forms/type/SF. a.One hard copy- SF 330 parts I and II, questionnaire section A and additional information requested by this notice b. One electronic copy on (DVD) in searchable PDF format of the SF 330 parts I and II, and additional information requested by this notice 2. All copies shall contain identical information and formatting. NCO 15 will use the electronic copies in the evaluation process and may compare the electronic and paper copy. If a variation in content between the paper copy and the electronic one is noted, the paper copy will be considered the submitted SF 330 submittal package response. 3. The SF 330 submittal hard copy package shall be bound in 3-ring binder that permit the binder to lie flat when open, shall be tabbed in accordance with the structure identified below and shall be prepared in accordance with the 60 page limitation. 4. Staples shall not be used. All pages in each binder shall be sequentially numbered. 5. A cover sheet should be included in each submittal, clearly marked with the Respondent's name, complete address with 9 digit zip code, phone number, facsimile number, e-mail address, date of response, title, DUNs Number and Notice identification. 6. Information not provided elsewhere in the SF 330 submittal package shall not be incorporated by reference. 7. A table of contents shall be provided with the submission for ready reference to sections, figures and illustrations. 8. SF 330 submittal packages shall be consistent with the following structure and tabbed accordingly: SF 330 PART I - CONTRACT - SPECIFIC QUALIFICATIONS 1. Sections A through D 2. Section E 3. Section F 4. Section G 5. Section H 6. Other additional information and attachments (Note: Respondents shall clearly label additional information and attachments). SF 330 SUBMITTAL PACKAGE MARKING AND DELIVERY: 1.SF 330 submittal packages shall be delivered to the designated submittal package receiving office by one of the following methods: a. U.S. Postal Service b. Commercial Delivery Service c. Delivery by company employee or other individual agent 2. Regardless of the method of delivery chosen, the respondent is responsible for delivery of the submittal package to the designated receiving office no later than the date and time specified in notice. 3. THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330's Architect/Engineer Qualifications packages only and supporting documentation. Any requests for a solicitation will not receive a response. No material will be issued and no solicitation package or bidder/plan holder list will be issued. A 'short list' of firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Award of any resultant contract is contingent upon the availability of funds. Respondents are put on notice that firm(s) selected by the Selection Authority will be required to submit a Fixed Price Rate Proposal to include labor, overhead, profit and other costs for the five year period of performance for negotiation by the Contracting Officer prior to contract award. The negotiated agreement will be incorporated into the contract and used in the pricing of task orders. If a firm is awarded a contract and it is determined to no longer be considered to be a small business, then it will be excluded from competing for any more task orders and at the next option period, its option won't be exercised.
