Description
Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Carl Zeiss Microscopy (Zeiss), LLC for Stereo & Optical-Compound-Petrographic Microscopes, Image Collection Cameras and Compatible, Image-Evaluation, and Digital Management Software as a System, for the Turner Fairbank Highway Research Center (TFHRC) Aggregates and Petrographic Laboratory (APL). As a result of FHWA's market research, Zeiss was the only company found to have the microscopes, cameras, and systems available with the required electronic zoom for computer controlled Z-stacked images needed for TFHRC's APL. This market research included RFI No. DTFH6115RI00016, which closed on 7/24/15, in which Zeiss was the only company that demonstrated their ability to meet all of the criteria set forth by the FHWA. Zeiss' microscopes include modern electronic zoom stereo and automated upright compound microscopes, designed for high resolution and magnification with compatible quality camera systems and the required software to analyze and manage research and publication quality images. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed the Simplified Acquisition Threshold (SAT). The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
