- FA7000-15-T-0117 SOLICITATION Questions and Answers as of 4 Sep 2015 This is a solicitation for a one-month base period plus six (6), one-year option periods for Small Unmanned Aircraft Systems (SUAS) Support Services at the United States Air Force Academy (USAFA). This is a single award contract with a one-month base period plus six (6), one-year option periods. Contract Line Item Descriptions (CLINs) will be Firm-Fixed Priced. It is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that only mailed copies of offerors' proposals will be accepted and shall be mailed to the following address: 10th Contracting Squadron, Attn: Mr. Alex Kephart and Mr. Matthew McLean, 10 CONS/LGCC, 8110 Industrial Drive, USAF Academy, CO, 80840 A site visit is scheduled for 15 September 2015 at 7:45 AM Mountain Time. Participants will meet at Building 8486, Pass and Registration 8486 South Gate Blvd, USAF Academy, CO 80840. Prospective offerors planning to attend the site visit must contact the POC's listed below NOT LATER than 11 September 2015, 12:00 PM MST. Please provide the POC with the names of the attendees. Prospective Offerors must arrive at the USAF Academy South Gate Pass and ID, Building 8486, at 7:45 AM Mountain Time to check in. Park and meet in the dirt lot east of Building 8486. A bus will depart from Building 8486 promptly at 8:00 AM Mountain Time. Transportation will be provided by the Government from Building 8486 and back following the site visit. Anyone who plans to attend the site visit, but fails to contact the POC's prior to the deadline stated above will not be permitted to attend the site visit. The number of personnel for the site visit is limited to no more than three per contractor. Questions and requests for clarification or information concerning the solicitation must be provided in writing NO LATER THAN 18 SEPTEMBER 2015 AT 2:00 PM Mountain Time. Answers will be compiled and posted electronically to the Federal Business Opportunities website: https://www.fbo.gov. Questions should be emailed to alex.kephart@us.af.mil and matthew.mclean.10@us.af.mil. All correspondence should reference the solicitation number. Email copies of offerors proposals will not be accepted. Paper copies of documents will not be provided. Offerors must be registered with the System for Award Management (SAM) or may not be considered for award. Registration can be accomplished at https://www.sam.gov. As of 1 January 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. Representation and Certification are to be accomplished at https://www.sam.gov. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at www.dnb.com. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. 5352.201-9101 OMBUDSMAN (April 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
