Description
PROPOSERS' DAY CONFERENCE DARPA will host a Proposers' Day Conference in support of the DARPA-BAA-15-60, Virtual Acoustic Microphone System (VAMS) program on September 22, 2015 at DARPA Conference Center, Room 01-200, 675 N. Randolph Street, Arlington, VA 22203 from 0830 to 1600 EDT. The purpose of this conference is to provide information on the VAMS program, promote additional discussion on this topic, address questions from potential proposers, and provide a forum for potential proposers to present their capabilities for teaming opportunities. PROGRAM OBJECTIVE AND DESCRIPTION: The objective of the Virtual Acoustic Microphone System (VAMS) program is to develop a new underwater acoustic sensor capability based on the laser projection of a virtual acoustic sensor array. The program will combine reconfigurable laser transmitters with novel signal extraction algorithms and exploit new and emerging high-speed sensor and processor capabilities. Unlike the existing fixed or towed acoustic arrays, the VAMS approach will allow the array to be adaptively reconfigured, enabling capabilities that are not currently possible with existing technology. This includes the ability to form a large array baseline. The VAMS program is a multiyear effort and has the potential to impact multiple applications. The acoustic sensor technology developed under the VAMS program will transition to Navy programs. A SECRET facility clearance and a SECRET safeguarding clearance are required to perform as prime on the VAMS program. Organizations that do not have BOTH of these clearances may still perform on the VAMS program by teaming with an organization (prime) that does. REGISTRATION INFORMATION: Attendees must register no later than close of business (5:00 pm EDT) September 15, 2015, by sending an email with names and titles of attendees to: DARPA-BAA-15-60@darpa.mil. The email should include name of attendees, company name, contact phone number, if you wish to participate in the poster session, and if you request an opportunity to meet one on one with the program manager. A reply will be sent confirming your registration was received. Attendees will be required to present a government issued photo identification upon entry to the Proposers' Day Conference. There is no registration fee for attending this conference. However, due to space limitations at the conference facility, attendance will be limited to the first 60 registrants, and no more than two (2) representatives per organization. All potential proposers must possess an active U.S. security clearance at the Secret Collateral level. Non-U.S. citizens will not be allowed to attend this conference. To attend, your Facility Security Officer (FSO) must fax your clearance/visit request to the DARPA Visitor Welcome Center (VWC) at (703) 528-3655, via email to: VWC@DARPA.mil, or via JPAS using the SMO Code: DDAAUS4. Clearance information must be submitted by September 15, 2015, 5:00 pm EDT. The "Purpose of Visit" should state "VAMS Proposers' Day Conference." The Proposers' Day Conference does not constitute a formal solicitation for proposals or proposal abstracts. Attendance is voluntary and is not required to propose to any potential related Broad Agency Announcements or potential research solicitations on this topic. DARPA will not provide reimbursement for any costs incurred to participate in this Proposers' Day. The poster session is an opportunity for companies to present a company overview, capabilities, discuss their technology expertise, and/or discuss teaming opportunities with attendees if they wish. Companies are limited to one (1) poster each with a size limit of 30 inches by 40 inches. Companies will bring their own posters. Easels will be provided as well as a foamboard backing to affix posters. Proposers desiring to have a poster at the conference must submit material via email to DARPA-BAA-15-60@darpa.mil no later than September 15, 2015 for PM review and approval. Poster sessions will run concurrently with the one on one sessions. All material to be displayed at the conference must be approved in advance by both the organization that funded the research and the DARPA VAMS Program Manager. The DARPA VAMS Program Manager will screen the proposed material for sensitive but unclassified material and approve in advance any presentations. It is the presenter's responsibility to ensure that all material they plan to present at the Proposers' Day Conference has been approved by the funding organization in advance. An electronic copy of all material to be presented during the poster session must be provided to the DARPA VAMS Program Manager for review by September 15, 2015. There will be no exceptions to this requirement. Companies are free to present, but DARPA does not sponsor that information on the Agency website. Unclassified information presented at the Proposers' Day may be subject to U.S. Export Controls (International Traffic in Arms Regulations (ITAR) and National Security regulations). All attendees must meet the requirements for participation set by these regulations. During the conference, there will be an opportunity to meet individually with the program manager. If you or your organization does not approve of your information being posted please so state in when you registar. All communications regarding the VAMS Proposers' Day Conference shall be made by email to DARPA-BAA-15-60@darpa.mil. Please do not contact directly the individuals identified as part of the Federal Business Opportunities notice. In the event that there is a discrepancy between information provided in this notice, or information provide at the VAMS Industry Day, and information provided in any potential VAMS solicitation, the information provided in the potential solicitation will take precedence.
