THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF HEALTH, CLINICAL CENTER, OFFICE OF PURCHASING AND CONTRACTS, TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 541611, that have the capability, experience, and capacity to 1) identify protocols and a point of contact for each protocol, 2) review the data and data format, 3) agree upon a format to provide to the NIH Clinical Center's Biomedical Translational Research Information System( BTRIS) staff for migration into the BTRIS system, 4) assist as a consultant during the migration process and 5) assist as a consultant during the validation process for eSphere Maintenance services in support of the NIH Clinical Center's Department of Clinical Research Informatics (DCRI), as described in the draft Statement of Work below. Interested vendors shall be able to demonstrate the following in response to this Sources Sought Notice: STATEMENT OF WORK: "Background/Scope The mission of the National Institutes of Health (NIH) is to uncover new knowledge that will lead to better health for everyone. The NIH accomplishes that mission by conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information. The NIH Clinical Center (CC) is a 234-bed federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The hospital complex consists of two main facilities that are connected to each other by "bridges". The original 14-story building is 2.5 million square feet and continues to house the clinical laboratories, imaging sciences, surgical suites, and several outpatient clinics. The new 870,000 square foot facility houses inpatient units and day hospitals. The Clinical Center accounts for about half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 outpatient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocol. The Department of Clinical Research Informatics (DCRI) is responsible for the network infrastructure that supports the technology of all mainframe and desktop computers, and the management and development of applications and databases. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Capability Statement - Any potential offeror must demonstrate the following: The Offeror shall work with NIH Clinical technical staff to migrate the existing Clinical Center and Institute data from the eSphere System to BTRIS. Specific Tasks to include but are not limited to: • Identify protocols and point of contact for each protocol. • Review data and data format with BTRIS staff. • Agree upon format to provide to BTRIS staff for migration into BTRIS. • Assist as part of the migration process. • Assist in the validation process. • Consult on an as needed basis. The Offeror shall demonstrate that they are an authorized Espirit reseller of goods and services. Please include an official letter of Authority. Government Responsibilities Upon completion of the above tasks and agreement between the Offeror and the Government the existing server shall be wiped and decommissioned with all physical backups destroyed. Period of Performance Six months from the effective date of award. Place of Performance NIH Clinical Data Center 10 Center Drive Bldg 10 Bethesda, MD 20892 Capability Statements shall include the following: Business information: a. DUNS b. Company POC, Phone and Email Address c. Company Address (Company Point of Contact, phone number and email address) e. Type/Size of company, NAICS code, and Social Economic status, as validated at SAMs. f. Current GSA Schedule The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date. Responses must be submitted to the POC within 10 calendar days (9/14/15) from the date of this synopsis. Responses shall be limited to 10 pages.
