- Vehicular Integration for C4ISR/EW Interoperability (VICTORY)” Standards The United States Marine Corps (USMC) Program Executive Officer, Land Systems (PEO LS) is seeking to identify vendors interested in providing In-Vehicle Network (IVN) hardware components compliant with the "Vehicular Integration for C4ISR/EW Interoperability (VICTORY)" standards. Program Manager (PM) Mine Resistant Ambush Protected (MRAP) is currently developing a prototype IVN on the MRAP-All Terrain Vehicle (M-ATV). The IVN must be capable of hosting multiple VICTORY software component types. There is a possibility of production orders in the future and expansion of IVN implementation utilizing VICTORY standards onto other Marine Corps ground vehicles. This request is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the government will contract for the items contained in this RFI. The government will not reimburse respondents for any cost(s) associated with submission of the information being requested. The purpose of this RFI is to receive feedback from industry to support market research. PM MRAP seeks information regarding market costs to provide VICTORY compliant hardware for one (1) IVN system and incremental pricing for 50, 100 and 500 IVN systems that are suitable for use in a military operational environment. The current M-ATV IVN consists of the following hardware components: Components: a. Shared Processing Unit (SPU) b. Switch c. Router d. Display Unit with a minimum viewing area of 12.1" (2 Each) e. Ruggedized Keyboard Unit (2 Each) - Specify if mouse is included, number of keys, and compliance with operating systems in Appendix A. f. Cables Detailed component specification requirements are provided in Appendix A. Vendors are invited to please provide (1) full kit pricing and (2) individual pricing for items a) through f). Vendors who believe that they possess expertise, proven capability and experience to fulfill the hardware component requirements herein, are invited to submit written summaries of hardware capabilities, specifications, market prices, size, weight and power requirements. Vendors are invited to provide VICTORY compliance test documentation status for their hardware component submittals, per VICTORY compliance standards Version 1.6.2. as specified on the VICTORY Public Website - http://www.victory‐standards.org. Vendors that require proprietary software to operate their proposed components must disclose this information within their submittal. Vendors who have alternative hardware solutions, relevant to the M-ATV IVN and compliant with VICTORY specifications may provide such information in their submittal. Respondents are also invited to provide specific information that is requested in Appendix B. Do not include, attach, or send brochures in addition to your response. Respondents are requested to include company information such as: Company name, address, email, telephone number, point(s) of contact, Commercial and Government Entity (CAGE) Code, size of business pursuant to North American Industrial Classification System (NAICS) code 541519 (Other Computer Related Serivices). To the maximum extent possible, please submit non-proprietary information. All information received in this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the government to form a binding contract. Additional information may be included that impacts performance, cost, configuration, or general usability: Note: Components may be integrated or standalone, if multiple options are available, list them as a fully integrated systems. Those listed as "Objectives" are not required but are preferred solutions. Identify all part numbers, any long-lead items, service contracts, and options to those contracts for 50, 100, and 500 systems. 1) SPU a) Shall have projected lifecycle estimate of 5 years, to include vendor support b) Shall be capable of operating at 120V/60Hz c) Shall be IPv4/IPv6 compliant d) Shall have an integrated Ethernet interface capable of 10/100/1000 Megabits per second (Mbps) e) Shall have a 64-bit processor with the following minimum specifications: 1. 2.2 Gigahertz (GHz) clock speed 2. Four cores (quad-core) 3. 2 MB L2 Cache 4. 6 MB L3 Cache f) Shall have a minimum of 8 Gigabytes (GB) of DDR3 Random-Access Memory (RAM) g) Shall have the capability to be upgraded to 32 GB of DDR3 RAM h) Shall be capable of interfacing with/supporting a removable, internal, solid-state drive (SSD) with a minimum capacity of 500 GB i) Shall meet MIL-STD 810G method 502.5 (Low Temperature) j) (objective) Shall have an integrated FIPS compliant, internal smart card/common access card (CAC) reader or preferred integrated solution with the display for user access k) The CPU shall have hardware virtualization support either via AMD-V or Intel-VT-x l) Specify which of the following operating systems are supported and major versions: RHEV, ESXi, Hyper-V, Windows, Linux, and other supported. m) Shall have a minimum of two integrated USB 3.0 ports n) Shall have an integrated solution for connecting both displays to the SPU, while maintaining a minimum resolution of 1080p per display and respective touch screen interfaces. o) Shall have an integrated graphics card (Please list type of GPU) p) Shall have the following additional hardware at a minimum: 1. USB RS-232/serial port or external dongle connector 2.
