- IMPORTANT NOTICE: THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE INTENT OF THIS NOTICE IS TO IDENTIFY POTENTIAL OFFERORS FOR MARKET RESEARCH PURPOSES AND DETERMINING WHETHER TO SET-ASIDE THE REQUIREMENT FOR SMALL BUSINESSES. The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to procure services related to the following: Naval Facilities Engineering Command Marianas has a requirement for Integrated Solid Waste Management (ISWM) and Pavement Clearance (street sweeping) to all Naval Base Guam Activities and tenants. Locations include, but are not limited to, Naval Base Guam, Andersen Air Force Base, Naval Base Guam Telecommunications Site, Naval Hospital, Naval Base Guam Munitions Site, and Naval Base Guam Apra Harbor. Duties to include all labor, management, supervision, tools, material, and equipment required to perform landfill management, waste sterilization, refuse collection, disposal, and recycling of the material. Contractor will also perform pavement clearance to include, but not limited to, removal of sand, soil, aggregates, vegetation, grass, metals and other foreign matter from paved road ways and parking lots. The solicitation number is anticipated to be N40192-15-R-7076. The purpose of this notice is to gain knowledge of qualified and interested parties in any of the following categories: small business; U.S. Small Business (SBA) certified 8(a) business development participates; SBA certified HUBZone small business concerns; service-disabled veteran-owned small business concerns; veteran-owned small business concerns; and women-owned small business concerns. Potential sources should have current relevant qualifications, experience, personnel, security approvals, equipment, and capabilities to perform integrated solid waste management and pavement clearing services at Naval Base Guam and outlaying activities. The type of solicitation to be issued will depend upon responses to this sources sought notice. The Government will use the sources sought responses along with other market research to make various determinations regarding procurement of these services. Any resulting contract will be a Facilities Support Indefinite-Quantity contract to include Firm-Fixed-Price (FFP) and Indefinite-Delivery Indefinite-Quantity (IDIQ) provisions. The contract term will include a base period of one-year, with four one-year option periods. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The NAICS Code for this procurement is 562111- Solid Waste Collection and the annual size standard is $38.5 Million. Industry will be notified of the results of this evaluation and the set-aside determination via the pre-solicitation/synopsis notice. Responses to the questions provided herein must be submitted in electronic form (Microsoft Word or Adobe PDF format) and may be attached to an email addressed to: jennifer.mattivi@us.af.mil. Responses are limited to 5 pages in length, 5MB in size, and should only include information requested in the attached questionnaire. Do not submit brochures or other corporate marketing information. The due date for responses is 10 Sep 2015 at 2:00 PM Guam local time. Please identify in the subject line of your response: NAVFAC Marianas ISWM Sources Sought. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS.
