- The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to BioFire Defense, LLC, 79 West 4500 South Suite 14, Salt Lake City, Utah 84107 for the performance of the described requirement in support of the Naval Medical Research Unit-6 (NAMRU-6), Lima, Peru. This contract will provide FilmArray Respiratory Panel pouches in order to test respiratory specimens in the FilmArray instrument in support of the Respiratory Department at NAMRU-6, Lima, Peru. The contract will provide the delivery of 57 FilmArray Respiratory Panel IVD, 30-Pouch Kits. This requirement is for 57 FilmArray Respiratory Panel IVD, 30-Pouch Kits that are compatible with the FilmArray PCR system. Each kit should contain individually packaged FilmArray Respiratory Panel pouches, Single use (0.5 mL) sample buffer vials, single use (1.5mL) hydration solution vials, individually packaged transfer pipettes, individually packaged sample loading syringes with attached cannula and individually packaged pouch hydration syringes with attached cannula. The following organism types and subtypes should be identified using the FilmArray RP: Adenovirus, Bocavirus, Coronavirus 229, Coronavirus HKUl, Coronavirus NL63, Coronavirus OC43, Human Metapneumovirus, Influenza A, Influenza A subtype HI, Influenza A subtype H3, Influenza A subtype 2009 HI, Influenza B, Parainfluenza Virus 1, Parainfluenza Virus 2, Parainfluenza Virus 3, Parainfluenza Virus 4, Rhinovirus/Enterovirus and Respiratory Syncytial Virus. FilmArray Respiratory Panel IVD is a multiplexed nucleic acid test intended for use with the FilmArray instrument for the simultaneous qualitative detection and identification of multiple respiratory viral (17 viruses) and bacterial nucleic acids (3 bacteria) in nasopharyngeal swabs obtained from individuals suspected of respiratory tract infections. BioFire Defense is the only manufacturer and vendor that can provide the 57 FilmArray Respiratory Panel IVD, 30-Pouch Kits that are compatible with the FilmArray PCR system. The period of performance for this contract is anticipated to be 12 months. A sources sought notice was issued on 31 August 2015 for this requirement and the Government determined after the review of capability statements, that no other source had the capability to perform the required work. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 5:00 PM Eastern Time, 21 September, 2015.
