- This is a PRE-SOLICITATION NOTICE for information purposes issued by the Launch Systems Directorate (LR) at the Space and Missile Systems Center (SMC). The United States Air Force (USAF) is seeking to inform potential domestic providers of space launch services for Department of Defense (DoD) National Security Space (NSS) missions on EELV-class launch vehicles. The Department of the Air Force, Space and Missile Systems Center (SMC) intends to extend a sole source contract to United Launch Services, LLC for launch vehicle production services (LVPS) for the launch vehicle configuration of one Delta IV M+(5,2) launch vehicle with an anticipated award date of 30 September 2015 and an anticipated launch period of 1 Oct 2017 to 30 Oct 2017. This service includes the manufacture, test, and transportation of the launch vehicle to the designated launch site. The locations of performance are Centennial, Colorado, Decatur, Alabama, and Vandenberg Air Force Base, California. The Government has been contracting with United Launch Services, LLC for LVPS under contract FA8811-13-C-0003 since 26 June 2013 on a sole source basis because this contractor represents the only Air Force certified launch vendor with the ability to deliver this requirement by the anticipated launch date. Any persons or companies interested in providing EELV class launch services consistent with the launch schedule are to respond to the requirements and submit their capabilities to SMC/LRK. Interested parties, including small and small disadvantaged businesses, may identify their interest and statement of technical capabilities, and submit information. Information shall not exceed 10 one-sided pages in length, must be in Microsoft Word 2002 or higher or PDF format, and font no smaller than 12 point. A minimum DoD security clearance of Secret is mandatory. Interested parties must show capability to fulfill the Government's immediate need for the effort described above. The capabilities statement should address why the company believes that the sole source justification is not valid. This notice expires 15 calendar days after publication. This is not a small business set-aside. The NAICS code for this effort is 481212 and the small business size standard is 1,500 employees. Classification code V applies. Contractors interested in subcontracting opportunities are encouraged to contact United Launch Services directly. This PRE-SOLICITATION NOTICE is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This PRE-SOLICITATION NOTICE does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not seeking proposals at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this PRE-SOLICITATION NOTICE. All costs associated with responding to this PRE-SOLICITATION NOTICE will be solely at the responding party's expense.
