- This is a Department of State (DoS) Sources Sought only. Contractors are requested to read and respond to the below and attached requirements accordingly. The responses from this notice may be used as market research to determine an acquisition strategy for an imminent anticipated competitive acquisition. The purpose of this Sources Sought notice is to survey the vendor community for potential sources who can provide a commercial off the shelf (COTS) solution that meets the core technical specifications under "SUPPLIES" section below. PARTICIPATION IN THIS REQUEST FOR INFORMATION IS VOLUNTARY, NO COMPENSATION WILL BE PROVIDED. ALL RESPONSES SHOULD BE SUBMITTED IN WRITING VIA EMAIL TO HWANGJ2@STATE.GOV. UNDER NO CIRCUMSTANCES SHALL ANY RESPONDENT CONTACT ANY OTHER DEPARTMENT OF STATE PERSONNEL REGARDING THIS NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL; THIS IS FOR INFORMATIONAL PURPOSES ONLY. NO AWARD WILL BE MADE ON THE BASIS OF RESPONSES RECEIVED TO THIS NOTICE. RESPONSE FORMAT Responses must be submitted electronically, formatted in Microsoft Word or Microsoft Excel (any version). Margins must be 1" on all sides, to print on 8 1/2" x 11" paper. Typeface must be Times New Roman, 12 point font. Responses should be specific to the Bill of Materials and the attached specifications. The page limitation shall be five (5) pages, but respondents are cautioned to keep marketing materials and non-specific information to a minimum. No responses shall be accepted via US Mail or Fax. RESPONSE CONTENT Responses should be concise, yet detailed, and include the Contractor's statement of interest, capabilities statement, and specific commercial off the shelf (COTS) products that the respondent could deploy to fulfill the requirement if a solicitation were to be issued. Responses shall address the requirements including what product (brand, model#, etc) the respondent suggests to meet such requirements. Respondents may notate each detailed specification including whether the product suggested would meet the requirement or not, and whether there is any other technical consideration, option, exception, etc that would apply. No pricing information is requested at this time. For purposes of this notice, the DoS encourages as brief a response as is practicable. SUPPLIES Below proposed configuration represents the list of requirements which the DoS may require in an anticipated imminent competitive acquisition. This list is believed to contain all and only those specifications which are required by the DoS; however, based on the responses received in reply to this notice, the DoS may reexamine any specification to ensure that all and only the required salient specifications are used in future requirements. 1.The software shall provide forecasting and strategic planning capabilities. 2.A game theoretic, agent based modeling and simulation software methodology that allows analysts to anticipate the outcome of complex human behaviors and simulate, with a high degree of reliability, the behavior of closed regimes and cross-national networks. 3.The software shall provide a simulations of: a.Examine the performance of the subject stakeholder under various scenarios b.Create additional understanding of the processes at work c.Forecast decision outcomes d.Predict behavior of group members under varying conditions e.Test the consequences of information actives on subject populations 4.The software shall provide predictive, agent based modeling technology that provides a detailed forecast of stakeholder behavior in complex political-military problems. 5.The software shall provide prescriptive messaging, policy and tactical advice on how to share the political-military landscape in complex problems. 6.The software shall have the following Integrated functions: a.Multi stakeholder's simulation process b.Spatial bargaining for mediation and negotiations c.Network analysis for multi stakeholder's environments d.Monte Carlo and Robustness testing for data quality testing e.Sensitivity analysis for scenario development.
