- PURPOSE: The Program Executive Office for Integrated Warfare Systems, Zumwalt Integrated Combat System (PEO IWS 9.0) is seeking potential sources to sustain the computer program, processing and network infrastructure baseline for the DDG 1000 Class Total Ship Computing Environment (TSCE) and Engineering Control System (ECS). IWS 9.0 is primarily interested in companies who are Capability Maturity Model Integration Level 5 with proven software development and configuration management processes. BACKGROUND: Software and hardware engineering activities necessary for the successful test and operation of the DDG 1000 Class TSCE & ECS computer program, processing and network infrastructure are required to be maintained through the ship class delivery, tests and trials execution and deployment. PEO IWS 9.0 seeks to identify qualified computer program, processing and network infrastructure engineering contractors for the purpose of maintaining tactical combat system and hull, mechanical, and electrical (HM&E) computer programs. The intent of this sources sought is to gather information from industry to determine potential sources for the maintenance of the deployed TSCE and ECS computer program, processing and network infrastructure to support DDG 1000 Class test and trials, training, and operational deployment. Maintenance of the deployed TSCE and ECS computer program, processing and network infrastructure includes the capability to conduct systems engineering and development of corrections and future improvements and upgrades. The existing software baseline consists of millions of lines of code, Commercial Off-The-Shelf (COTS) products, multiple classification levels, and multiple languages, INFORMATION REQUESTED: The following information is to be submitted by all interested parties with relevant experience and capabilities pertaining to Software Engineering including the ability to conduct system engineering, decompose requirements, develop detailed requirements, design, code, and implement changes to the system computing environment and computer program, processing and network infrastructure. In addition to Software Development and Maintenance, relevant experience includes the ability to test system computing environment and computer program, processing and network infrastructure in shipboard representative configurations, support installation, certification, and Navy DT/OT of the resulting product, and deliver certifiable software products. Submissions should include examples of the following relevant experience: 1. Supporting systems engineering efforts to evaluate candidate system computing environment and computer program, processing and network infrastructure modifications 2. Supporting systems engineering for end-to-end system computing environment and computer program, processing and network infrastructure performance analysis 3. Integrating third party developer hardware and software products into and with system computing environment and computer program, processing and network infrastructure 4. Performing software product development/maintenance to support critical functionality or scheduled milestones 5. Conducting system computing environment and computer program, processing and network infrastructure component, sub-system, and system level testing 6. Supporting system computing environment and computer program, processing and network infrastructure through DT/OT and delivery phases 7. Providing technical support and computer program maintenance for fielded versions of the system computing environment and computer program, processing and network infrastructure between upgrades 8. Supporting problem resolution for computing environment and computer program, processing and network infrastructure when known, and developing new solutions or corrections 9. Reviewing proposed changes, waivers or deviations to the computing environment and computer program, processing and network infrastructure and providing a Logistic Impact Statement report for system computing environment and computer program, processing and network infrastructure 10. Participating in Interface Control Working Groups responsible for the management, development and specification of interfaces between computing environment and computer program, processing and network infrastructure and external systems 11. Performing software development to support critical functionality upgrades 12. Developing "unique" software code necessary to ensure the system computing environment and computer program successfully functions for the system configuration 13. Delivering integrated logistics support (ILS) products to the Government, including the development of ILS documentation and provisioning 14. Developing and delivering training materials, operations material, and customized training scripts support training and training curriculum 15. Conducting analysis of systems capability shortfalls and developing requirements to correct or resolve those shortfalls 16. Supporting development and review of system computing environment and computer program, processing and network infrastructure requirements 17. Developing a test strategy, emphasizing automated testing techniques where appropriate, which incorporates component-level, capability-level, and system-level testing in support of ship integration and potential cross-combat system reuse? 18. Developing a strategy to incorporate Government Independent Verification & Validation (IV&V) activities throughout system/software development in support of combat system certification 19. Providing direct computer connections with the Government designated activities, to include access to all artifacts developed under this effort including source code 20. Supporting shipboard installation of the computer program, processing and network infrastructure and operational testing of the capabilities at-sea 21. Providing feedback on at-sea testing and assisting in the preparation of a test reports 22. Providing systems engineering analysis in order to enhance reliability and maintainability of system computing environment and computer program, processing and network infrastructure 23. Maintaining computer program generation capability 24. Maintaining software libraries and a test bed environment at the Contractor's facilities 25. Maintaining Government Furnished Equipment at Contractor's facilities 26. Maintaining technical data and configuration control of software builds at Contractor and Navy facilities 27. Supporting Navy systems engineering efforts to evaluate and define future capabilities 28. Providing system health management and cyber security compliance. 29. The Government expects to be able to have information and insight into details of the vendor's design code, analysis, material selection, drawings/documentation, manufacturing and processing methods, and testing. The Government would have at least Government Purpose Rights (GPR) to all data relating to all items, components or processes produced under this effort and at least partially funded by the Government.
