- Response to questions regarding VA Solicitation number VA101V-15R-0631 Question 1. To be sure I understand correctly, will we be charged $500 up front before any alternate fixtures submitted will be evaluated by the project engineering firm? Answer ¦No. It was not the intent of the Government to charge anything to the contractor. Question 2. Is it the Government's intention to deny consideration of any possible alternate fixture not submitted by 10 days before bid time, even if fixture meets specifications and could result in substantial material savings to the Government? Answer: No. The Government has specified the materials needed tor the project. All contractors meeting the requirements will be considered. Question 3 We're looking for confirmation that an alternate meeting design criteria actually will be considered. It seems that high cost ($500.00 per alternate) and vague descriptions have been put in place to discourage alternates. In the absence of qualified alternates, there is no incentive for the specified manufacturer to make their pricing more competitive, and Uncle Sam ends up paying more for the project. Answer: If an alternate fixture is provided, the VA must inspect it before the A/E can review it. Just by reviewing a cut sheet, it does not tell the A/E whether or not the fixture can perform. If no photometrics are provided, then they cannot verify its performance on whether or not it can provide the VA standard minimum candle requirements Question 4. Although the basic fixture family has been identified, the description given for each fixture is not sufficient to determine exactly which options have been selected for each fixture. One good example is type B1A. Fixture description calls for 1%-100% dimming. There is no option for that level of dimming on the GTL series data sheet, which indicates the GTL is only capable of 5%-100% dimming As you point out, there is information about LED lighting fixture criteria in the specifications document, but as so much emphasis is put on the great care taken, it would only seem reasonable that the specifier would give specific information about fixture models to be certain his or her design intent is accomplished. Answer: The specs for the lighting desire are included in the RFQ. Question 5 : The last question is based on a comment by our owner who attended the pre-bid. He felt that this is an office building where that sort of photometric precision is rarely observed or necessary. A fixture matching the lumen output and beam angle of the one specified would most certainly give the lighting results desired. It seems requiring photometrics for submitted alternates serves no other purpose other than adding a high degree of difficulty and expense to submitting an alternate. Answer: IES has office standard, but the VA has their standards for min. foot-candle requirements in an office environment. VA standards would over-ride IES recommendations and any deviation from the VA Standards (Contractor: IES lumen requirements in office spaces allow for 5 to 10 footcandle lumen variances, as long as minimum IES footcandle requirements are met) would have to be reviewed and approved by the VA. Question 6. At the right side of the drawing it shows an alternate deduct however, we are unable to locate correct light fixture name. - 1.) "Change D3 to A2a" - A2a is not shown on light fixture schedule sheet E402 Answer: LFA: 2015.09.08. A2a is the same as A2 except wired for dimming similar to type A1a using the 3300 Lumen package. 2.) "Chance D3E to B3E" - B3E is not shown on Light Fixture Schedule Sheet E402. Answer: LFA: 2015.09.08. B3E should be A2E
